What needs to be done? Agreed definition of “Governance” Internationally credible independent assessment of Rwanda (show gaps) Draw up a JGF with clear benchmarks & indicators Set up a Joint Monitoring Framework for governance Integration into the EDPRS NB – Build on existing initiatives (APRM, EDPRS, EU Benchmarks, MCC, etc.)

How? Establish a Joint Steering Committee chaired by MINALOC Carry out a set joint studies to underpin the JGF (scoping study to identify gaps and action plan) In depth analysis

Harmonization of on-going initiatives All DPs agree to harmonise on-going initiatives and align to JGF process Recommended AfDB to align Governance Profile to this process DPs not yet signed up to the Working Group should sign up Steering Committee will be convened as soon as possible

Important! Rwanda’s case provides an opportunity to push the boundaries on the principles of assessing governance. It could be an innovation.
