Staff Role l Providing funded services is part of the charter of the SA’s Technical Program Development team. l TPD has three components: l Committee support l Sue Vogel: Manager: Technical Committee Programs l Funded services l Noelle Humenick: Client Services Manager l Publishing services l Yvette Ho Sang: Manager, Standards Publishing l Client Services Manager manages the teams of all staff/consultants providing services to individual funded projects. l Manager, New Technical Programs, Edward Rashba, is advisor to groups considering funded services.

Changing Paradigm l Full set of options for standards development. l Traditional Individual Program is both our respected history and our future. l Corporate Program is also here to stay. l Developers working in both can take advantage of funded services. l A minimal level of funding is mandatory for Corporate Program participants.

Funding and the Corporate Program l From the inception of the Corporate Program, the philosophy has been that up- front funding should support standards development … l rather than traditional model of sale of standards. l We are in a transitional phase with this type of funding. l For now, at least, the funding model for the Corporate Program is the most complete.

Corporate Program Funding Model: The Background l Corporate Funding Model Task Force l Established by the IEEE-SA Board of Governors in December 2004 l Benchmarking l Review of existing funded services approach l Coordination of efforts with consultants/staff developing detailed cost- to-serve data for all existing SA services l Issued final report in December 2005

Corporate Program Funding Model: At a Glance l IEEE-SA BoG supports a funding model for entity-based projects that includes: l Mandatory project participation fee for core services l Voluntary project acceleration package of bundled services l Voluntary “a la carte” services

Project Participation Fee l This fee is mandatory for all entity-based project l … and entity-based projects only l $3,750 annualized project fee over the life cycle of the project l per company/per project/per year l Includes a basic level of core SA services l PAR processing l Access to the balloting platform l Basic editorial/content support l Basic marketing and public relations l Basic process support

Project Acceleration Package l All projects need these services, but can decide whether to use volunteer resources or contract with IEEE. l Bundled services: l Project management l Pre-approval draft document development support l Post-approval expedited document publication l Special marketing and public relations services l Special balloting support l Meeting attendance/travel l Package price = $126,900

A La Carte Services l Each service in Project Acceleration Package is available a la carte—at higher individual cost. l Some services are available only a la carte: l Technical writing services l Meeting planning l Website development and maintenance l Branding l No-cost standards distribution l Rate card available.

Value of Funded Services l Alleviate the WG of most administrivia, thereby allowing more focus on technical aspects of standards development l Expedite areas of the process that are out of their control (i.e., publishing) l Provide one-stop shopping for standards services.

Timelines l Three funded projects have completed the PAR- to-approval cycle. l One more anticipated at the March SASB. l Completion times: l 12 months l 16.5 months l 18 months l 19 months l Average: 18.4 months

Timelines (cont’d) l Past research on traditional IEEE standards development revealed: l 80% of all standards developed within 4 years l 50% within 2 years l By society: l 63% of all CS standards developed in 2 years l 37% of all PES standards developed in 2 years l A caution about timelines l Yes, funding matters, but there are other factors

Summary l Funded services are another option for IEEE standards developers. l They give developers more control and/or speed. l All entity-based projects must pay project participation fee just to play. l Full-service bundle and a la carte services are available to all developers. l For many services, the difference between funded and unfunded will be a matter of degree.
