4. TOPS Point Matrix The components that make up this measurement have their respective scores. Point for scores are assigned based upon their respective weight impact to the overall health of the Authority. The overall score for CSI is 30 points.

5. TOPS Point Matrix Scores are tabulated for 5% above or below goal. TOPS scoring is calculated on a sliding scales. For a percentage of improvement over adopted goal, there is an opportunity to earn more points for its respective index. For a percentage decline compared to goal, the component will lose a percentage of its point value to the index.
