2 Internal Capital Priority List A.A new internal capital priority list be created to address school replacement and major retrofits for school buildings within the greenbelt; D. All funds received from the sale of 440 Albert Street be used to address needs identified on the OCDSB internal capital priority list for schools within the Greenbelt Further divides core schools and schools outside the greenbelt Current capital priority list includes major renovations and rebuild projects Creates a provincially funded list, and a contingently funded list Money generated by taxes paid by all citizens regardless of postal code would only support the capital priority list, not the proposed “internal priority list”

All funds received from the sale of 440 Albert Street be used to address needs identified on the OCDSB internal capital priority list for schools within the Greenbelt 35% of population: funding from tax dollars +65% of population: funding contingent on asset sales

All funds received from the sale of 440 Albert Street be used to address needs identified on the OCDSB internal capital priority list for schools within the Greenbelt Proceeds would be insufficient to address the backlog of renovation, retrofit, or replacement projects There has been no official communication or consultation with affected schools The core schools already on the priority list are in immediate need of funding The sale of Board assets need to benefit all schools in the Board, and support the highest priority needs.

5 B.School Condition Improvement (SCI) funding previously targeted for Broadview Public School be used to make urgent renovation as well as conduct necessary review and analysis to replace the school Renewal dollars are scarce and need to be spread across many schools with urgent need Using renewal dollars to fund studies does not seem in line with intent of SCI Addressing urgent renovations should be a minimum expectation at all schools In the case of Broadview, the parent council continues to caution against making large investments in repairs that still leave a school in critical condition Use of SCI Funding

6 Review of Capital Assets E. Staff conduct a strategic review of all capital assets and report back to the Board within six months on opportunities for additional value capture and reinvestment According to staff reports, there is a $380M maintenance backlog Assume 65% of that backlog is in the core Are there $200M in surplus assets available to be disposed of? We continue to recommend the Board develop long term, sustainable solutions: Alternative funding models (New Brunswick, Alberta, Toronto) EDC Partnerships with the city promoting community hub model

7 Conclusions Divides the Board into core vs greenbelt by creating a two tiered capital priority funding system based on where students live A structural, precedent setting motion that has not had consultation with core schools or parent councils Unsustainable solution to the long term issue of underfunding the maintenance of Board assets
