Chemicals information for products, processes and releases to the environment - Linkages and opportunities Kevin Munn UNEP DTIE/Chemicals and Waste Branch 2 nd Global Round Table on PRTR Madrid, 25 November 2015

Chemicals in Products (CiP) Programme - the take-home point Stakeholders have the information they need to make a sound chemicals management decision NGOsGovernments

The CiP Programme – enabling sound chemicals management Objectives of Chemicals in Products information exchange CiP programme Guidance (general) Policy basis - SAICM 2020 goal Chemicals in products information exchanged Sector specific Guidance (if needed) High level objectives - OPS Objective 15(b) Sound chemicals management actions By 2020 chemicals are produced and used in ways that minimize significant adverse impacts on the environment and human health “information on chemicals throughout their life cycle, including, where appropriate, chemicals in products, is available, accessible, user friendly and appropriate to the needs of all stakeholders” ICCM Resolution Chemicals Management Framework 1. Within supply chains, to know and exchange information on chemicals in products, associated hazards and sound management practices. 2. To disclose information of relevance to stakeholders outside the supply chain to enable informed decision-making and actions about chemicals in products. 3. To ensure that, through due diligence, information is accurate, current and accessible.

Sustainable Development Goals  PRTR Target 12.4: By 2020, achieve the environmentally sound management of chemicals and all wastes throughout their life cycle, in accordance with agreed international frameworks, and significantly reduce their release to air, water and soil in order to minimize their adverse impacts on human health and the environment.  Chemicals in Products Target 12.6 Encourage companies, especially large and transnational companies, to adopt sustainable practices and to integrate sustainability information into their reporting cycle Target 12.8 By 2030, ensure that people everywhere have the relevant information and awareness for sustainable development and lifestyles in harmony with nature

Chemicals management - Textile sector example 2015 Data schema

Overview of textiles sector PRTR method identified for local community communication Efforts underway in the sector are in many ways similar to those for a PRTR, e.g., data schema for uniform format in reporting Manufacturing Restricted Substances Lists and Chemicals Guidance Sheets: provide support for achieving reductions in targeted chemicals use Wastewater quality guidance: objective is to reliably assess effluent discharges (and performance trends) from supply chains Current path to demonstrating progress is through a data management and disclosure group

Discussion points Leaders in sustainability initiatives in manufacturing are ahead of the (regulatory) PRTR path for targeting pollutant information  how can the PRTR community 1) identify and 2) stimulate adoption of leading initiatives?  how to advance sustainability and green chemistry / engineering? What can be learned from chemicals in products activities to advance PRTRs and vice versa? What are opportunities for an integrated reporting scheme at the company level covering both chemicals in products and as pollutants?
