-Unclassified- Defining Trends The West Bank Palestinian riots, most of which were violent, continued during the time of this report (16 April - 30 April) on a daily basis: over 42 major cases were noted. Arms were confiscated by IDF forces or handed over by PA forces on at least one occasion, when a knife was discovered in a suspect’s possession. Terrorist attacks continue in the West Bank. During the period 16 April - 30 April, four attacks occurred: a Molotov cocktail was thrown in the direction of a building in the vicinity of the Ma'ale Adumim community, a Palestinian vehicle attempted to run over IDF soldiers, an IDF soldier was ambushed by several Palestinians throwing stones, and an IDF mobilized patrol encountered tire-deflating devices on their route. Palestinian Security Force operations in the West Bank continue but their scope and quality must be increased. When necessary, the IDF takes actions to prevent terrorist attacks from being carried out.

-Unclassified- Defining Trends The West Bank On 24 April, an Israeli convoy carrying a number of Israeli civilians entered Joseph's Tomb near the city of Nablus without prior coordination with the IDF and the relevant Palestinian security apparatus. Palestinian police forces fired at the Israeli civilians upon their arrival at a Palestinian Authority checkpoint, as their convoy was attempting to exit the area. One Israeli civilian was killed, one Israeli civilian was severely injured, one Israeli civilian was moderately injured and one Israeli civilian was lightly injured. In response to the incident, one Israeli civilian was sent for investigation. During scan procedures conducted in the vicinity of said PA checkpoint by IDF and BGP forces, a number of Palestinians rioted and threw stones at the forces; the forces dispersed the riot. Following the incident, 100 Palestinians gathered in Joseph's Tomb and set fire the site. Palestinian Police forces extinguished the fire and dispersed the Palestinians.

-Unclassified- Defining Trends The West Bank On 4 May 2011 Fatah and Hamas signed an Egyptian-brokered agreement to form a coalition government, rendering Hamas effective control in both the Gaza Strip territory and the West Bank. This agreement constitutes a significant obstacle to the peace negotiations between Israel and the PLO, which have allowed for considerable economic progress in the West Bank in recent years. Hamas is a terrorist organization that denies the State of Israel’s right to exist and continuously targets Israel’s civilian population with rocket and mortar attacks. Moreover, the Hamas regime in Gaza has directly promoted terrorism by other groups that directly threatens Israel’s security. Also under Hamas’ control is the extensive and lucrative smuggling network through the Egyptian-Gazan border, as well as by sea, which has allowed it and other organizations to arm themselves with highly sophisticated weaponry.

-Unclassified- The Gaza Strip Defining Trends Government policy allowing goods into the Gaza Strip continues; crossings are now able to absorb over 300 trucks a day. During the month of April, 2,326 trucks transporting 57,775 tons of supplies were transferred to the Gaza Strip. On 19 April and 25 April, Kerem Shalom Crossing was closed for the Passover holiday. However, Hamas continues to act aggressively against Israel, allowing various terrorist groups to use the territory under its control to plan and carry out terrorist attacks and rocket launches in addition to Hamas’ own terrorist activities. In the period of this report, a sense of calm has returned to the Gaza region after intensive rocket and mortar fire in the first half of the month. Nonetheless, fire against Israel’s civilian population continues and on 18 April a Grad missile was launched towards Israel. Overall in the month of April, 83 rocket, 53 mortar shells, and 12 Grad rockets were launched from the Gaza Strip toward Israeli territory.

-Unclassified- April 19 th - An altercation occurred between a number of armed Israeli settlers and a number of Palestinians in the vicinity of the Bracha community. One Israeli settler and one Palestinian were injured. April 20 th - A number of Palestinians rioted and threw stones at an IDF force in the city of Hebron. The IDF force dispersed the riot. A number of Palestinians rioted and threw stones at an IDF force in the city of Hebron. The IDF force dispersed the riot. A BGP force demolished an illegal structure built by Israelis in the vicinity of the Kedumim community. An altercation occurred between several Palestinians and Israeli settlers in the vicinity of the city of Ramallah. IDF forces and the Israel Police arrested three Palestinian suspects. An IDF soldier was ambushed by several Palestinians who threw stones at his vehicle in the vicinity of the city of Jerusalem. The vehicle sustained damage. The Israel Police sent two Israeli settlers to investigation. A number of Israeli settlers threw stones at a number of Palestinians in the vicinity of the city of Nablus. -Unclassified- April 26 th - A number of Palestinians rioted and threw stones at an IDF mobilized patrol north of the Gideonim community. One Palestinian was arrested and sent to investigation. Following an arrest by IDF forces and the Israel Police, a number of Palestinians rioted and threw stones east of the Har Shmuel community. The IDF forces dispersed the riot. One Palestinian was arrested and sent to investigation. A BGP force arrested a suspicious Palestinian with a knife in his possession in the vicinity of the Kiosk checkpoint. The knife was confiscated by the force and the suspect was sent to investigation. During a mobilized patrol north of the Karmei Tzur community, a IDF force encountered tire- deflation devices on their route. In response the IDF force proceeded to block the entrance of a Palestinian house, and as a result a number of Palestinians rioted and threw stones. The IDF force dispersed the riot. -Unclassified- April 27 th - A number of Palestinians rioted and threw stones at an Israeli civilian vehicle near the city of the Hebron, lightly injuring an Israeli civilian and damaging the vehicle. A Palestinian vehicle attempted to run over IDF soldiers in the vicinity of the city of Jerusalem. April 28 th - Sixty Palestinians rioted and threw stones at an IDF force south of the Migdal Oz community. Forty Israeli settlers attempted to enter the site of Joseph's Tomb in the city of Nablus. IDF forces shot flares in order to identify the settlers and prevent their entrance. Additionally, 15 settlers rioted and threw stones at Palestinian vehicles near the city of Nablus. Thirteen Israeli settlers were arrested. A number of Palestinians rioted and threw stones at an IDF mobilized patrol near the city of Hebron. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the Almon community. A number of Palestinians rioted and threw stones at an IDF mobilized patrol southwest of the Mevo Horon community. One suspect was sent for investigation. April 21 st - During an initiated activity west of the technical fence, IDF forces demolished eight warehouses in the vicinity of Karni Crossing under the suspicion that a tunnel intended for kidnapping soldiers was constructed in the area. -Unclassified- April 26 th : IDF forces initiated the suspect engagement procedure on two occasions when a number of Palestinian were identified approaching the technical fence. A Palestinian boat was identified crossing approximately three miles into Israeli territorial waters. A navy patrol vessel initiated the suspect engagement procedure for suspicious vessels and fired shots at the boat, which then turned around. April 28 th : An IDF force identified a Palestinian behaving suspiciously southwest of Karni Crossing and fired a tank shell in the direction of the suspect. According to the Palestinian media, four Palestinians were injured. April 30 th : One Palestinian crossed the technical fence into Israeli territory approx. three km NW of 'Erez' crossing.
