5 Strategic Vision „The development of an Entrepreneurial Economy, based on knowledge and innovativeness, which creates strong, competitive and export oriented SME sector and sustainability contributes to an increase in living standards in the Republic of Serbia.“ Ministry of Economy Strategic Vision „The development of an Entrepreneurial Economy, based on knowledge and innovativeness, which creates strong, competitive and export oriented SME sector and sustainability contributes to an increase in living standards in the Republic of Serbia.“ Ministry of Economy The Strategy is based on five pillars, further developed in modules and measures, corresponding to the priorities in SME development and aimed to contribute to improving the performance of the entrepreneurs thorugh all stages of start-up, growth and development of SMEs: Pillar 1 deals with potential entrepreneurs, the conditions for establishing a start up and encouraging micro enterprises development within the SME sector. Pillars 2-4 define specific types of support to SMEs for growth and development, i.e. for transformation of micro into small and small into medium-sized enterprises. Pillar 5 is targeted at improving general business environment, whatever the size of the enterprise. The Strategy is based on five pillars, further developed in modules and measures, corresponding to the priorities in SME development and aimed to contribute to improving the performance of the entrepreneurs thorugh all stages of start-up, growth and development of SMEs: Pillar 1 deals with potential entrepreneurs, the conditions for establishing a start up and encouraging micro enterprises development within the SME sector. NEW NEW Strategy for Scientific and Technological Development of Serbia for the Period from 2016 to 2020 - "Research For Innovation“ (draft February 2016) Part 3: Establishing a more efficient system of managing science and innovation in the Republic of Serbia: d) Policy mix peer review In order to further improve the system and integration into the European Research Area, the evaluation of integrated policy ("policy mix peer review") will be performed. This evaluation includes physical examination and evaluation of performance / functioning of the national system of research and innovation by international experts in order to improve the content and implementation of the national research and innovation policy. The evaluation should provide insight into the practice of supporting research and innovation portfolios of programs and instruments of incentives and support structures, organization of financing and institutional structure, as well as the total environment for research and innovation. Based on the results of the evaluation, recommendations for the improvement of integrated research and innovation policy will be defined. This activity will be carried out during 2016 in communication and coordination with the ERAC committee.

DRRIF: Absorption capacity analysis of R&D and innovations in the DR (*) Source: DREIF Feasibility Study, worked out by EY Slovakia, co-funded by the European Commission and Ministry of Education, Science, Research and Sport of the Slovak Republic *** Quantitative analysis and benchmarking → Conclusions: – The diversity of the DR countries is significant in the area of innovation. Some countries are innovation leaders or innovation followers; however, others are only moderate or modest innovators. Potentials for collaboration: mobilisation of R&I capacities through options proposed by the Study (*) – This diversity has to be taken into account when developing strategies, further mechanisms and tools for cooperation in R&I. Issues like regional development and cross-border cooperation, cluster formation, network building, variable geometry, brain drain, education, capacity building needs etc. may prove relevant in this context and should be considered as a basis for development of DRRIF scenarios. RIS3: consider capacities / potentials / needs for join activities with other DR countries!

DRRIF: Absorption capacity analysis of R&D and innovations in the DR (*) Source: DREIF Feasibility Study, worked out by EY Slovakia, co-funded by the European Commission and Ministry of Education, Science, Research and Sport of the Slovak Republic *** Quantitative analysis and benchmarking → Conclusions: – Consistent data for all countries is necessary to coordinate R&D support properly in the countries of EUSDR. Decisions will be made with a certain degree of uncertainty and inaccuracy as long as this data remains unavailable. Harmonized data collection both in non-EU member and candidate states is very important. DRRIF should therefore encourage lobbing activities of policy makers and experts for this topic on EU level and interoperate with JRC pilot project „Danube Reference Data and Service Infrastructure (DRDSI)” similar to that of the Member States Potentials for collaboration: “Harmonization of data collection and production of Research and Innovation Statistics in DR” – steps 1-6 in RIS3 design should integrate process of harmonization of data collection and production of Research and Innovation statistics in non-EU member and candidate states in DR

14 November 4 th, 2015: After the meetings we had recently with colleagues from JRC, consultations in the Ministry of Education, Science and Technological Development and also with other respective ministries, herewith I would like to express our wish to be involved and participate in the S3 Platform and to start with the steps towards the development of S3 in Serbia. The responsible ministry will be the Ministry of Education, Science and Technological Development that will closely cooperate with another stakeholders in the country, particularly with Ministry of Economy.
