1 How to coordinate the INSPIRE implementation and reporting Latvian experience

2 Coordination of implementation of INSPIRE directive Ministry of Defence is responsible institution: for organising and coordinating the implementation of state policy in the area of geodetic, mapping and geospatial information; for coordinating the implementation of the INSPIRE Directive; for several INSPIRE data themes - coordinate reference systems, orthoimagery, elevation and others; these data shall be prepared by the Latvian Geospatial Information Agency - leading authority for geodetic, mapping un geospatial information implementing policy representative of the Ministry of Defence is Latvia’s representative on the MIG-P representative of the Latvian Geospatial Information Agency is Member State contact point and Latvia’s national reporter

3 Obligations of institutions in regard to INSPIRE Directive Updated in Latvian geospatial information development concept (approved by Cabinet of Ministers with Order No.686 of December 28, 2013) In the Order of Cabinet of Ministers are defined main responsible ministries and ministries with joint responsibility for each INSPIRE data set Responsible ministry for geoportal – Ministry of Environmental Protection and Regional Development

4 Producing of INSPIRE data For each INSPIRE data set is responsible a relevant ministry Practically for creating and updating of the INSPIRE geospatial data sets and their metadata are responsible their subordinate institutions

5 Permanent INSPIRE expert working group Leads by Ministry of Defence The group is composed of representatives from the ministries and authorities, which are responsible for INSPIRE data themes Group meetings are held several times per year Agenda of Group meetings Information on the current events related with INSPIRE and geospatial information (Ministry of Defence, Latvian Geospatial Information Agency) INSPIRE implementation progress reports (other institutions) Discussions related with INSPIRE and geospatial information

6 Procedure of INSPIRE reporting in Latvia Announcement from Ministry of Defence to members of permanent INSPIRE expert working group of the need to submit information The collection of received information (organised by Ministry of Defence, technically taken by Latvian Geospatial Information Agency) Coordination of report between all involved institutions Sending of final version of report to European Commission (Latvian Geospatial Information Agency) All communication come with working group members, information circulates electronically
