This will run through normal ID-RUC regulation pre-selection, allow BA Operators to change Resources from certain regulation, etc. 1/9/148:30A-12:30P 2hr IDT begins at 9:30A ICCP Failover SPP has requested that an MP perform an ICCP failover in the middle of the January 9th IDT. This was a request from the CWG for a real world condition. SPP will coordinate with individual MP.

The secondary system will be up and providing setpoints along with the XML signals. Loss of ICCP Disable all outbound data from both the primary and secondary ICCP systems creating a complete loss of all setpoints for all MPs for 15-30 min. MPs will follow XML instructions. SPP BA Operators exercise procedures for selecting and communicating Reg movement to resources. The loss of ICCP data will only be simulated from SPP to members. 1/21/144:30P-8:30P 2hr IDT begins at 5:30P Tieline Drop SPP loses select tie-line measurements. SPP will simulate the loss of real-time data with significant tie- line data providers. MPs will not need to take any action; this is an internal process for our operators. Regulation Selection Condition Currently during Integrated Deployment Tests (IDTs) MPs are bidding in their Regulation as Fixed for Resources carrying Regulation in EIS In order to fully test the Regulation selection processes, SPP would like to run an IDT with MPs offering in Regulation as they would in Production This allows SPP and MPs to test the processes and procedures surrounding the clearing and selection of Regulation during the IDT timeframe This will also allow the RTBM clearing engine to clear Regulation based on economics including impacts to constraints 9 Casey Cathey

Regulation Selection Condition Planned to occur during the IDT scheduled for 1/7/2014 MPs with Regulation qualified Resources will offer Up and Down Regulation to the market with appropriate prices – It is vitally important that MPs submit correct Eco limits and Regulation limits to fully exercise this condition SPP will exercise the normal Regulation selection process to select all Resources that will be eligible to clear Regulation in RTBM each hour and as necessary RTBM will then clear Regulation based upon the Offers submitted by participants and RTGEN will deploy based on these cleared Resources 10 Casey Cathey

Deltas from first 4 IDTs During the IDT SPP utilized offsets to account for Resources not following dispatch at the beginning of the test – Biasing the load with offsets requires more energy to be dispatched moving Resources into more expensive bands or less expensive bands depending on the direction of the offset There was a large difference on Dec 3 at 6:55 – SPP approved offset case of 80 MW Base case max LMP = $165 80 MW offset case max LMP = $850 – 150 MW offset case would have raised max LMP to $1,200 15 Casey Cathey

12-15-13 Deployment Test Debrief Overall the Seventh Deployment test was another success –BAs and MPs were on the call 60 min before IDT began. Thank you! Only 1 MP was missing –Ramp Sharing will be on for all three of the IDTs during the week of Dec 15 –Smooth transition into test; best entry to date ACE under control; SPP well within L10 Successful entry attributed to EIS and IM Resource Plans matching up well –Resource trip managed without calling a CRD event due to the high ACE prior to the trip Immediate recovery with Regulation; process worked properly –No big issues; overall, test managed and controlled well 17 For Reference Only

12-15-13 Deployment Test Debrief Though a “Success” - areas of concern/opportunities to improve –Start of test was delayed 1 hour due to one BA having issues with ICCP SPP delayed IDT start to ensure entry into test was smooth and stable Official 3 hour IDT 1:30P – 4:30P Official NERC Waiver Period 1:15P – 4:45P –2 CPS2 Violations Following the initial smooth transition into the test – experienced a high positive ACE for 40 minutes Not enough Ramp capability available Units on Reg that couldn’t perform as offered in SPP worked directly with a number of MPs who were off dispatch to remedy SPP finally able to cross ACE and the remainder of the test went smoothly –SPP followed up with MPs as normal business issues occurred CMODES Failed individual setpoints 18 For Reference Only

IDT Reminders 12/19 IDT Call starts at 5:30 AM, 2 hour IDT begins at 6:30 AM –Pseudo Tied In Resources An MP requested permission to test a Pseudo-Tied in Resource during the 12/19 deployment test. SPP had asked the MP not to include the Resource in deployment testing before 12/19 due to the pseudo-tied issue. –RSG Event First IDT with all RSG changes effective –Follow Resource Online Please remember to coordinate with SPP if you have a Resource coming online during an IDT An MP brought a large unit on during today’s test but did not coordinate with SPP operators – SPP was able to manage ACE but coordination woul dmake the process much easier. 12-19-13 Deployment Test Debrief Overall the Ninth Deployment test was a success –All BAs and a majority of MPs were on the call 60 min before IDT. Thank you! 3 MPs missing –Ramp Sharing on 100% for the Dec 19 IDT as SPP continues to gather data Ramp Sharing stayed on 100%; SPP did not move to 50% as announced on call –Another smooth transition into test –No CPS2 Violations –Overall, MPs did a better job following IM setpoints Small dispatch deltas; not in the same direction –Test managed and controlled well 27 Brian Strickland

12-19-13 Deployment Test Debrief Though a “Success” - areas of concern/opportunities to improve –705 interval solved but was not approved SPP is investigating cause –SPP worked directly with MPs who had issues with the Markets UI / API KIL #876: New issue logged after Markets UI and API issues some MPs experienced –SPP continues to work directly with MPs who are off dispatch 28 Brian Strickland Issue #Component Known Issue Log: Synopsis Severity 876 Markets UI Currently the Markets UI and API servers only allow 400 concurrent sessions. During IDT testing, users were receiving Internal System Errors when the maximum number of concurrent sessions was reached. To resolve this, the maximum number of concurrent connections needs to be increased to support Parallel Ops. Severity 2: High

Users may have experienced brief intermittent connectivity while Chenal was taken offline. Expect Result: Web Services (RTO_SS) available Actual Result: Remained available, as expected Casey Cathey

Non-functional Testing Scenario Results 31 During the simulated primary Chenal facility outage the secondary site was available and supported the following systems and applications (continued): Expected Result: Market System is fully functioning and solving RTBM for approx. 1 hr Actual Result: RTBM missed intervals between 22:15 and 23:05 After this decision to fail back to Chenal, the first study was successful at 23:10 Expected Result: Email is available for sending and receiving communication Actual Result: Email was unavailable during the failover After the exercise was terminated, all systems and applications were restored successfully back to Chenal Follow-up tests will be conducted to validate corrections that have already been made to Email and Market systems. Settlements Cutover - January All January Operating Days will be processed using the December release (this is the release we will go live with on 3/1/2013). –SD 1/7 has been added to the days that may post late. The December release is scheduled to move into production around Jan 8 th. –Some days in early January may post late due to the timing of the migration of this release. Settlements Cutover - February Last statements (1/31 I) will be posted Feb 3 rd. –Please see highlighted section of February calendar for details Statements will remain on portal until noon on Feb 5 th Settlement system cutover begins Feb 6 th. Market Participants can start to submit their bilaterals on Feb 22 nd. –Thirty day window will not be followed in this instance. Meter windows will open on OD+1 (3/2/14). 40 Brent Wilcox
