1998- Main Structural Reorganisation Functional and structural reshaping of the Prime Minister's Office 1. strategic leader (centre) of the government 2. main coordinator of policy-making. Since 7th July, 1998 the Prime Minister’s Office is leaded by a minister (move towards the organisational form of a line ministry: Parliamentary State Secretary and Administrative State Secretary). Main tasks of the minister 1. strategic centre of government 2. represents the government in the Hungarian Parliament’s Bureau (leading committee); coordinates the appearance of Cabinet’s members in Parliament and keeps regular contact to the political groups of the governing parties

Tasks of The Minister 1. Prepares the privatization policy and oversees the Hungarian Privatization and State Property Company, 2. responsible for the management of state property, 3. oversees the government’s Central Recreation and Training Directorate general (provides the infrastructure for the recreation of civil servants), 4. in charge of the central procurement, 5. oversees the Government’s Control Office 6. oversees the Hungarian Institute for Public Administration, 7. fulfils other tasks given by legal acts or the prime minister.

Other Strategic Functions of The Prime Minister’s Office 1.Staff management's central tasks (Centre for Senior Civil Servants) 2.Forming the country’s image (Centre for Country’s Image) 3.providing strategic analyses (Centre for Strategic Studies 4.creating the frame for e-Government solutions 5.monitors the Government’s ongoing activities

Centre for Senior Civil Servants The main duty of the Centre for Senior Civil Servants is to manage the special corps within the civil servants (e.g. HR, recruitment, training) and it deals with the top management within the civil servants (administrative state secretaries and their deputies) as well.

Political State Secretary for Communication Issues The department responsible for coordinating Government’s communication is leaded by a state secretary, thus providing a higher reputation for the whole department in government. The state secretary oversees: 1.Press Department 2.Department for Public Relations (quarterly Hungarian Mirror, homepage on the internet) and 3.Center for Country’s Image (forming the image of Hungary abroad)

Centre for Strategic Studies Government’s overarching strategy is prepared by the Centre for Strategic Studies. It’s tasks are: 1. to set road maps for the cross cutting issues included in the Government’s Programme; 2. to create a vision oriented thinking in government that could bridge the 4-years long government cycles; 3. to make studies on important governmental issues

Commissionary for ICT Its main tasks were: 1. to create the government’s main information grid 2. to build up an electronic documents registry for government departments 3. to create a meta database accessible by everyone through the internet 4. to build up the single government portal on the internet

Monitoring Government’s Ongoing Activities The Prime Minister’s Office monitors the activities of the line ministries. This section of the Office (Refereatura) is divided into following sectoral oriented departments (they keep regular contact to the line ministries in order to keep a close eye on the policy-making process): 1. Dept. for Economy and Finance 2. Dept. for Agriculture, Environment and Infrastructure 3. Dept. for Social Policy 4. Dept. for Justice and Home Affairs 5. Dept. for Foreign Policy and Defence
