NFHS Rule 9-5-1 Definitions: c.Block – the action of a player(s) close to the net that deflects the ball coming from the opponent by reaching higher than the top of the net at the moment of contact. A block may involve wrist action provided there is no prolonged contact.

NOTE: If a player near the net is reaching above the height of the net and opponents legally cause the ball to contact him/her, the player is considered to be a blocker.

Team in yellow has used one contact.

Player in yellow attempting to set is a back row player.

Ball crosses the net without being touched by setter in yellow

After the ball crossed the net it is attacked by opposing player. Back row setter is lowering her hands.

Back row setter setter is struck by attacked ball while no part of her body is above the net. LEGAL, play continues.

Setter was below the net when contacted by the ball and is not considered a blocker. It counts as team's 1st contact and has only 2 hits remaining.
