Federal Aviation Administration MEM Trials Operational Status MEM Limited Trials Underway: -Initial Revenue DCL Op CAF successfully issued on Jan 17, FDX303 KMEM-KMIA P2125z -Second Revenue DCL Op CAF and Revised UM80 successfully issued on Jan 29, FDX303 KMEM-KMIA P2125z -DTAP Build 4.5 software version utilized -Additional required DTAP software Build 6 modifications discovered during an attempted DCL Test Op on 1/22 (FDX9056 KMEM-KMEM) Multiple AFN login/logout before initial DCL approved results in processing errors 4 PTRs written against issues Limited Trials planned for daytime, domestic operations (MD- 11): -Additional B777 CAF DCL Ops being considered by FAA-FDX -Limited Trials scheduled to run until March 8 (Fri) 3

Federal Aviation Administration DTAP Build 6 and P2 Outlook Build 6 delivery to FAA on Feb. 27: -SE2020 ATP issued to commence work -Final baseline FAA requirements provided to Thales -Includes updated PTRs resulting from Build 4.5 Trials Ops results -FAA currently reviewing Test Plan Book in advance of scheduled FAT testing at Thales on Feb 20-21 -Build 6 will be deployed at MEM and EWR Trials sites to start Full Functionality 24x7 Trials Ops Scheduled MEM 24x7 Full Trials start estimated for April 30 DTAP P2 requirements identified and being drafted: -Includes EWR specific requirements resulting from OT -Scope/Cost to be provided by Thales -Proposed summer P2 delivery to FAA 7

Federal Aviation Administration DCIT Plenary Slide – MEM Schedule The Milestone Schedule Outlook: -Build 6 WJHTC Installation: February 27 -Build 6 WJHTC Functional Testing: March 4-15 -MEM Limited Full Functionality Trials: March 26 – April 26 -MEM Full FANS Fleet 24x7 Trials Start: April 30 Limited Full Functionality Trials proposed for March 26: -Additional FAT scope and FDX schedule availability moves schedule to the right -Goal is 50 flight DCL operation shakeout -Minimum 35, 20 MD-11, 15 B-777 Milestone checkpoint approvals planned 8

Federal Aviation Administration EWR Trials DCL Participants Currently 4-6 daily ad-hoc UAL EWR FANS DCL commitments in hand from April thru summer UAL action pending to identify potential maximum manual FRC DCL Flight Plan filings Additional FANS carrier/operations @ EWR being researched FDX & UPS already stated intent to operate Subsequent DCIT and NY Port Authority Delay Initiative Meeting Groups Trials Site #2 goal is to maximize # of DCL operations across multiple operators FAA Cost/Benefit calculations 9

Federal Aviation Administration EWR Trials Schedule/Activities Trials start projected for April 22: -Schedule development still on-going -MEM 120 day summit and parallel MEM start dates issues open -Ahead of May-Sept Freeze Out @ EWR -ATC training complete by Trials start -Limited Trials Ops during summer and internal ATC hands on Ops slow roll -Trials start with B6 IMP On-Going Activities: -Site Survey complete – Harris Site Implementation Plan Complete -Feb 13 @ EWR ATCT Implementation Review and commence TDLS Console work -FTI Telco ordered – March 15 Cutover -ISSM Authorizations in place -Space, HADDS, FDIO Test NCPs in progress -DTAP4 HW procurement request submitted 10
