Prepare + Prevent + Respond + Recover + Mitigate In the past, VOAD organizations have often operated as a separate resource from local governments Similarly, Emergency Management has traditionally not incorporated VOAD as thoroughly as they have government resources A culture of systemic integration would pay many dividends Operational VOAD Integration
