United Nations Round Table WP.29 Meeting – November 2004 Global Harmonization of Regulations, Codes & Standards (RC&S) for Gaseous Fuels & Vehicles Prepared by Jeffrey Seisler, representing the European Natural Gas Vehicle Association (ENGVA) & the International Association for NGVs (IANGV) and Randy Dey (Global Cooperation Group), member representing the International Standards Organisation (ISO) on WP.29 Informal document No. WP.29-134-7 (134 th WP.29, 16-19 November 2004, agenda item 10.2.)
2
Rationale for the Round Table There are natural synergies between NGVs & H2Vs (and their fuelling infrastructures). Global harmonization of RC&S is a key factor in the introduction of hydrogen and hydrogen vehicles (H2Vs) into the market. The development of the global natural gas vehicle (NGV) industry in the last two decades has resulted in a need to harmonize existing RC&S developed in different countries and by different organizations.
3
Scope of the Round Table Global harmonization of RC&S for gaseous fuels - which includes natural gas and hydrogen – and vehicles that use these fuels
4
Participants in the Round Table High Level Group on natural gas, hydrogen and fuel cell activities with participants representing: Members of WP.29, including NGOs such as the International Organization of Motor Vehicle Manufacturers (OICA), ENGVA/IANGV, the International Organization for Standardization (ISO), the International Electrotechnical Commission (IEC), Automotive and Infrastructure companies from Europe, Japan and the US; Global organizations such as the World Business Council for Sustainable Development (WBCSD), the International Association for Hydrogen Energy (IAHE) and the International Energy Agency (IEA). Proposed Chairman: Mr. Bernard Gauvin
5
Goals of the Round Table Discuss the harmonization needs based on actual experience. Present harmonization strategies Reach an agreement on a path forward process for advancing harmonization of RC&S for hydrogen and natural gas vehicles.
6
Harmonization strategies ENGVA/IANGV proposal Presented at the 47 th session of the GRPE on 16 January 2004 (see informal doc. No. GRPE-47-2). Global Cooperation Group (GCG) process Organization, with a broad experience in consensus-building, which has been involved in the global harmonization of RC&S in the field of hydrogen and fuel cell technologies since 2002. Recently involved in the harmonization of the SAEJ2600 and ISO/DIS 17268.
7
Conclusions of the Round Table To be presented in the form of recommendations to WP.29. Should include a process for advancing harmonization of RC&S for hydrogen and natural gas vehicles Action plan including milestones such as a standards gap analysis and identification & prioritization of harmonization issues.
