New QA Manager in North West Surrey Cathy Kindlimann (6 month secondment) Introducing our process for following up CQC reports We are changing the report templates we use to record our visits The new templates link more closely to the TLAP (Think Local Act Personal) ‘I’ statements in the new service specifications It promotes a person-centred approach to planning and delivering care by putting individuals first Our news....

Following up CQC reports Part of consultation and was overwhelming support for us to do this We will ask provider when service has a CQC rating of ‘Inadequate’ or ‘Requires Improvement’ and ask for a copy of your CQC action plan QA Manager will see if there is any guidance etc we can give to promote improvements in Quality within our professional boundaries CQC aware we are doing this

The sections in the new QA reports are the TLAP headings plus a few additions...... Information of last regulatory visit eg CQC etc Reason for the visit Information and Advice, Active and Supportive Communities, Flexible integrated care and support, Workforce, Risk enablement, Personal budgets and self funding Health, Housing Partnership working

Sections of report continued.... Other observations Observations about leadership, management and quality assurance systems Acknowledgement of good practice Recommendations Useful sources of information Referral for specialist advice Any other agreed actions Provider response to the recommendations

TLAP outcomes Each I statement in the service specifications has against it criteria that may indicate that the ‘I’ statement is being experienced by the individual receiving the service It is not a tick list and not exhaustive The criteria were developed in co design events in the summer Ongoing development to refine QA team’s methodology

TLAP outcomes can also evidence CQC essential questions Are they safe? Are they effective? Are they caring? Are they responsive to people’s needs Are they well-led?

The new formats have been developed with Surrey Downs CCG as lead CCG for CHC This promotes an integrated multi disciplinary approach to quality with report templates that can be used by both Health and ASC The QA team will start using the templates form the new year

Freedom of Information Act 2000 We have recently had our first FOI request in relation to a QA report Our information governance colleagues have advised that QA reports are subject to Freedom of Information and Data protection legislation When and if such requests occur we will discuss it with the provider of the service
