Learning Gains: Below Level 3 Achievement Level 1 divided into 3 sub-categories: Low level 1, Mid level 1, High level 1 Achievement Level 2 divided into 2 sub-categories: Low level 2, High level 2 Students must move from one sub-category into a higher sub- category
