6 Revenue Sources - Prop 218 Procedures for property-related fees and charges – Water, sewer and solid waste service fees subject to public hearing, notice and majority protest procedure for approval – All other property related fees have an additional voter approval process Majority approval of affected property owners, or Two-thirds registered voter approval – Stormwater fees have been classified by courts as the later – AB 2403 amended the definition of “water” to include stormwater captured as water supply

7 Benefit Assessment Districts Assess area property owners to finance cost of service Detailed engineer’s report – Proposed area – Project costs – Annual cost to each property – Benefit formula to determine cost share Notice of public hearing and ballot mailed to property owners Public hearing Ballots weighed proportionally If approved, assessment created and billed on county property tax bill Assessment continues as long as service provided
