Test Security Account for all secure materials and confidential student information before, during, and after each test administration. Access to state assessments materials and information is allowed only for personnel that have been trained and have signed the appropriate oath. Other steps a campus must take to maintain proper security include but are not limited to: a) placing test booklets and answer documents in secure, limited-access, locked storage when not in use b) collecting daily, after each test administration, any state-supplied reference materials, graph paper, or scratch paper that student have written on during the test c) maintaining inventory and shipping records for at least five years in the event that a discrepancy arises. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 4

Confidentiality Maintaining the confidentiality of the Texas student assessment program involves protecting the contents of all test booklets, online assessments, and completed answer documents. a) all testing personnel who meet the requirements to participate in testing must be trained and sign the appropriate oath. b) No person may view, reveal, or discuss the contents of a test booklet or online assessment before, during, or after a test administration. This includes those TA’s providing an oral administration, transcribing, providing assistance in the 3 rd grade math exam, etc. (TA needs to sign a separate section of the security oath). c) No person may duplicate, print, record, write notes about, or capture any portion of a secure assessment instrument (paper or online). d) No person may review or discuss student responses. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 5

Penalties for Prohibited Conduct In accordance with 19 TAC and as described in the Test Security Supplement, any person who violates, assists in the violation of, or solicits another to violate or assist in the violation, fails to report a violation, is subject to the following penalties: a. placement of restrictions, renewal of Texas educator certificate; b. issuance of an inscribed or non-inscribed reprimand; c. suspension of a Texas educator certificate for a set term; d. revocation or cancellation of a Texas educator certificate In addition, any irregularities in test security or confidentiality may result in the invalidation of students’ assessments. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 6

Reporting of Testing Irregularities Each person participating in the Texas student assessment program is responsible for IMMEDIATELY reporting any violation or suspected violation of test security or confidentiality that they participate-in or witness. Student cheating If a district determines that a student has been involved in an attempt to cheat on a state assessment, the district is required to invalidate the student’s test. Additional disciplinary action may be taken at the local level in accordance with district policy. Any locally determined disciplinary actions stemming from the cheating must be submitted to TEA. Submission of a separate online incident report form will be necessary ONLY if the district determines that adult testing personnel contributed to, caused, or did not detect the cheating due to inadequate monitoring. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 9

Time Limits Policies and Procedures All assessments will have a four-hour limit within the same school day (unless XT or XD ). The time period will start after the test administrator has read directions and tells students to begin working on their tests. START & STOP times must be recorded on the seating chart. Students must record all responses before the end of the time period. Communicate (orally or in writing) the amount of time left to test in one-hour intervals and, if desired, in shorter intervals during the last hour. Late-arriving students : campus must determine if the student will have time to test during the school day or if the student needs to test on a make-up day. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 10

The test administrator must document the time the student stops and restarts the test and must make the student aware of his or her adjusted testing time.

Time Accommodations EXTENDED TIME This accommodation eligible students with disabilities and ELLs. Campus must begin the session early in the day (at least 6 hours) Answer document code : GA or LA EXTRA DAY This accommodation is rare and is for students who have a TEA- approved Accommodation Request Form (ARF). Verify Accommodations Ensure your list of accommodations is the most current Verify the accommodations are allowed for that particular test Prepare accommodations for students as needed (i.e. supplemental aids, place value chart, headphones, etc.) 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 14

Accommodations due to Emergencies Unexpected or emergency situations may occur just PRIOR-TO or ON-THE-DAY of the state assessments. If that is the case please follow these procedures: 1. Try to use an allowable test administration procedure/material first 2. If the allowables do not suffice and the student requires TYPE 1 or TYPE 2 accommodations, call Assessment for guidance 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 15

Allowable Procedures & Materials These are NOT CODED in the answer document/online system 1.Individual or small group administrations 2.Reminding a student to stay on task 3.Making the following tools available: highlighters, scratch paper, colored overlays, crayons, blank place markers, etc. 4.Translating test administration DIRECTIONS into the native language of an ELL 5.Use tools to minimize distractions (stress ball) 6.Signing test administration directions for a student who is deaf/hard of hearing 7.Allow a student to read the test aloud to facilitate comprehension 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 16

Verifying Pre-coded Information Have a process for verifying pre-coded labels/answer document Campus can overwrite pre-coded demographics (if incorrect) Hand-grid a NEW answer document if any of the following fields is incorrect: 1. Test Administrator Training All Test Administrators are required to receive training in: 1. Test security 2. General testing procedures 3. Procedures unique to specific testing circumstances 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 19 CTCs need to schedule and conduct training sessions before testing begins. This includes additional training sessions for TA’s testing students with accommodations.

Test Administrator Training: Testing with Accommodations Additional Training Must be given to test administrators required to administer tests with: TYPE 1 or TYPE 2 or Linguistic accommodations Additional Training Must be given to test administrators providing students an Oral Administration Discuss Test administrators must know in advance what materials or types of assistance will be available to students during the assessment. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 20

Online Testing 1. Determine the students who will be taking an online EOC so they may be enrolled for online testing 2. Create online sessions 3. Proctor cache session at least 3 days prior to test 4. Testing - Environment No element of the testing room environment should hinder any student’s performance A “Testing – Do not Disturb” sign should be posted outside the room Bulletin boards and instructional displays must be covered or removed All desks or computers used for testing are cleared of books and materials not required for testing Online test administrators set-up computer labs to prevent students from seeing one another’s monitors Ensure that there is one pair of headphones per student for STAAR L administrations 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 25

Testing - Seating Charts Must include the district name, campus, first and last names of the students, first & last names of test administrators, location, date, grade, and subject tested Additional seating charts must be completed if students are moved to another room Must include the start and stop times (re-starts) for each test session/student Campus’ schedules must be created that adhere to the time limit requirements for testing (cannot extend beyond end of school day) 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 26

Testing - Dictionaries Eligible ELL’s can use BILINGUAL dictionaries as a linguistic accommodation in Algebra, Biology and U.S. History 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 28 Dictionary used in test day must be the same type of dictionary used during instruction

Testing - Test Administrators - Verify, verify, verify! Testing – Test Administrators Must actively monitor the testing room while students are working (look out for bubbling of the demographic information) Should verify that students have access to allowable materials Continuously remind students to record their responses on the answer document/online system before the 4 hours are over Alert students periodically of the time remaining in the test session (verbally & in writing) 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 31

Testing Procedures Only students are allowed to erase their stray marks or darken answer-choice circles Reinforcing, reviewing for, and/or distributing testing strategies during an assessment is strictly prohibited Students must remain seated during testing except when receiving or returning reference materials or calculators 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 32

Testing Procedures - Lunch 1.Students may stop testing to take a supervised lunch. 2.The testing time must be stopped for a lunch break and will restart when students resume taking the test. 3.Students must place their answer documents inside their test booklets/turn-off monitors so that all testing materials are secured. 4.A test administrator who has been trained in testing procedures must be present in the room at all times to monitor the students and ensure there is no discussion of any test content during lunch/breaks. 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 33

Testing Procedures Students are not allowed to talk to one another while testing is in progress When students are ready to submit their tests online, or turn-in their paper tests, the TEST ADMINISTRATOR must verify the answer document and ensure that answers have been marked/entered prior to allowing students to leave the testing site 4.9.2014 ASSESSMENT/RESEARCH/EVALUATION 34

Test Administrator Responsibilities Mark the appropriate score code and test taken information for each student tested that day Do not mark any document with an absence until the end of the week (except for TAKS). Return all testing materials to the campus test coordinator immediately after students finish testing. Report testing irregularities and security violations immediately to the campus test coordinator.
