6 Lesson 2 – Early Challenges Whiskey Rebellion Whiskey Rebellion Occurs in western PA in July 1794 Farmers refused to pay tax on the manufacture and sale of whiskey...farmers attacked tax collectors President Washington sends in troops to end the rebellion Sends the message that the government would use force to maintain order

Hamilton rule by the wealthy & educated strong federal govt. loose interpretation of the Constitution favored protective tariffsDEMOCRATIC-REPUBLICANS Leader: T. Jefferson rule by the people strong state govts. strict interpretation of the Constitution free trade

8 Lesson 3 – The First Political Parties Election of 1796 Election of 1796 John Adams (Fed) wins, Thomas Jefferson (DR) comes in second At the time, second place gets VP...we now have a Federalist as President and a Democratic- Republican as VP

9 Lesson 3 – The First Political Parties Alien & Sedition Acts Alien & Sedition Acts passed in 1798, their intent was to stop the growth of the Democratic-Republican Party Naturalization Act Naturalization Act - increased time required to become citizen from 5 to 14 yrs. Alien Act Alien Act - gave the President the power to deport or imprison any foreigner

10 Lesson 3 – The First Political Parties Alien & Sedition Acts Alien & Sedition Acts Alien Enemies Act Alien Enemies Act - allowed US Govt. to arrest & deport all aliens who were citizens of foreign nations at war with US Sedition Act Sedition Act - made it a crime to speak or write anything bad about the President, Congress, Fed. Govt., or federal laws

11 Lesson 3 – The First Political Parties Effects of Alien & Sedition Acts Effects of Alien & Sedition Acts Democratic-Republicans say these violate 1st Amendment Couldn’t speak out too much for fear of being put in prison Madison and Jefferson decide to write a resolution eventually approved by VA & KY

12 Lesson 3 – The First Political Parties Virginia & Kentucky Resolutions Virginia & Kentucky Resolutions passed in 1798 passed by each state’s legislature said the Alien & Sedition Acts couldn’t be put into place because they violated the Constitution also said each state had the right to revoke a federal law within their state issue was never resolved, Acts expired in 1801
