1 APPORTIONMENT REPORTS 101 WASBO ABC Meeting November 28, 2012 T.J. Kelly SAFS Director OSPI

2 A History of Change SHB 2261 passed in the 2009 legislative session. Established a major change in process behind school district funding. SHB 2776 passed in the 2010 legislative session. Implemented a new funding structure under the prototypical school model as proposed by the Quality Education Council and the Funding Formula Technical Work Group.

3 Apportionment Fundamentals School districts are funded based on their F-203 inputs for September through December. (Revisions can be submitted to OSPI.) January through August funding is based on year to date actual data. Total annual payments are calculated each month. The monthly percentage paid of that total annual payment is set in statue.

6 Change from Version Presented Reports presented are from the 2011-12 school year. Some funding elements may vary from the 2012-13 version of reports. The 2012-13 reports contain a section for funding for dropout reengagement programs on the 1191 Report. This can be found between the running start allocation and the MSOC section of the report.

7 Please Read the Notes!!! Notes are located at the end of the apportionment reports packet as posted on line. Provides explanations to certain routine and non-routine occurrences within the apportionment reports. Answers questions such as: When was data pulled from a certain system to be used in apportionment calculations? Are the reports you are looking at final? Are the reports you are looking at revisions from earlier postings due to data omissions or errors?
