Knowledge for welfare and health National Research and Development Centre for Welfare and Health Kyiv March 22, 20072 The National Research and Development Centre for Welfare and Health, STAKES, Finland STAKES is a sector research institute under the Ministry of Social Affairs and Health. Its core functions are research, development and information production. Social and health care services are integrated in Finland in the same Ministry, and their practical implementation is largely delegated to local governments. STAKES has a mediating role in the relationship between central and local governments. This role is mainly based on research and development work, as well as extensive cooperation at national and international level. STAKES also maintains a number of registers and statistics on social and health care.

National Research and Development Centre for Welfare and Health Knowledge for welfare and healthKyiv March 22, 20073 STAKES and Children Conducts research on living conditions among children, the prerequisites for children's development, the position of families with children and family policy Key statistical data on childhood and family collected covers e.g. child welfare, child maintenance and custody, child guidance and family counseling Develops and evaluates practices and working methods and enhances the quality in services for children and families with children including early childhood education and care, child day care, child welfare and health care

National Research and Development Centre for Welfare and Health Knowledge for welfare and healthKyiv March 22, 20074 STAKES and Children The six residential institutions for children operative in Finland are working under our supervision; one of the ongoing national projects concentrates on children leaving care Engages in research and development to promote independent living among people with disabilities and promotes accessibility in services and design-for-all approaches Explores and develops various services for people with disabilities e.g. interpreter, personal assistance and technology

National Research and Development Centre for Welfare and Health Knowledge for welfare and healthKyiv March 22, 20075 Project Support to the Development of Social Services for Children and Youth at Risk in Ukraine 2007-2010 Overall Goal: Support to the Child Protection reform in Ukraine which aims at the realisation of the best interest of the child’s right to live in a family including children with disabilities. To improve the quality of the community-based services for children and families including children with disabilities. Project Purpose: A replicable model of gate-keeping and community-based services for children and families in Kyiv oblast developed including children with disabilities.

Developing and adopting regulations on gate-keeping at oblast level 2. Supplementing the Integrated Social Services package by developing services for: Children with disabilities and their families Children leaving care 3. Establishing a Centre of Excellence in Kyiv oblast to collect and disseminate best practices in community-based services for children and families
