Let’s Work PILLAR 2: Measuring the Impact of Private Sector Investments on Jobs London, September 2015
2
Let’s Work is a global partnership that unites organizations dedicated to providing effective solutions to the global jobs crisis by harnessing the potential of the private sector to help create more and better jobs that are inclusive. Let’s Work’s mission is to work with countries, private sector companies and development practitioners to support private-sector-led job growth by focusing on removing the main constraints to job creation and strengthening value chains. The aim is to help create more formal sector jobs in developing countries, but also better quality jobs that increase productivity and wages, improve working conditions, and provide more opportunities for everyone – especially women and youth. PILLAR 2: METHODOLOGY AND ANALYSIS OBJECTIVE Develop, refine and apply good practice methodologies for estimating indirect, induced and secondary job effects of private sector projects.

TECHNICAL WORKSHOP OBJECTIVE To bring together Let’s Work Partners and experts to brainstorm about ways to further the development of the 3 generic tools to: Measure the impact of private sector investments on jobs Evaluate their pros and cons Discuss ways in which tools could also address estimation of “quality” of jobs Explore other possible tools; and Discuss practical next steps

THREE TOOLS 1. VALUE CHAIN SURVEYS to understand patterns of job creation along a given value chain. The WBG has begun developing this tool and will share with partners for technical comments and proposals for pilot sectors and countries. 2. TRACER SURVEYS to follow, over time, individual beneficiaries (e.g. employees, farmers, own-account workers, job-seekers) of a given intervention, or users of given service (e.g., power, transport)and measure changes in labor market outcomes. This tool may be especially suitable for certain types of projects /interventions, such as skills 3. CGE AND INPUT-OUTPUT MODELS to simulate the macroeconomic (direct, indirect, and induced) impact of sectoral investments on labor market outcomes (e.g., employment rates, formal/informal, earnings). These models should be able to present results by types of worker (age, gender, and skills level). The construction is based essentially on national accounts, but key parameters can be calibrated on the basis of the results from the value chain tool
