2 Lecture Notes - Richard Ssembatya2 Project Management Frame Work This must be agreed on so that each one involved knows his role and decision making is clear. The following are the various role players.

3 Lecture Notes - Richard Ssembatya3 Sponsor This is the owner of the project and the necessary power to make major decisions. The sponsor is accountable for the project success or failure. Functions  Defines the business aims (goals) of the project  Justifies the senior management and the board  Defines the objectives of the project  Specifies the minimum requirements that the project must meet if it is to achieve its business objectives.

4 Lecture Notes - Richard Ssembatya4 Functions  Obtain approvals for any capital inputs  Initiates the project and appoints the project manager  Monitor the progress of the project  Monitor the business environment to ensure that the project still meets the business needs.  Keeps higher management and then board informed of project progress  If necessary terminates the project  Accounts for success of the investment  Provides high level support for the project

5 Lecture Notes - Richard Ssembatya5 Project Manager This is the one responsible for management of the project on a day to day basis and for the achievement of project objectives.

6 Lecture Notes - Richard Ssembatya6 Functions Achieving the project objectives within the time, cost and quality as agreed on with the sponsor. Making or forcing timely decisions to ensure project success. Plans, monitors and controls the project through to completion. Selects, builds and motivates the project team Keeps the sponsor and senior management informed of the progress and alerts them about any problems especially if the problems are to have an impact on achievement of business objectives. Recommends termination of the project to the sponsor if necessary Serves as the principal point of contact between the sponsor, management and contributors Selects and manages subcontractors.

7 Lecture Notes - Richard Ssembatya7 User This is the person who uses the facility or the system and who is eventually affected by the system. The user must understand all the processes of the system and how they work.

8 Lecture Notes - Richard Ssembatya8 Functions Defining the detailed requirements of the system to the developer Review the development specification to ensure that they support business function Working with the developers in introducing the system into the organization Conducting and witness the acceptance tests to ensure that the system meets the system requirements.

9 Lecture Notes - Richard Ssembatya9 Risk Manager Controlling the process if identifying and quantifying the risks and chasing people to carry out the risk reduction actions.

10 Lecture Notes - Richard Ssembatya10 Quality Manager He is responsible for writing the quality plan, developing the quality control procedures, checking that the procedures are being followed, and providing guidance to team members on quality related issues.

11 Lecture Notes - Richard Ssembatya11 Chief Analyst Leading the analysis work, advising the project manager and the project team on the analysis methods and techniques and ensuring that the standards are being followed. Must have extensive knowledge of the nature of business being studied.

12 Lecture Notes - Richard Ssembatya12 Chief Designer Controls the work of the design team and that of the programmers. Must have extensive knowledge and experience of the technology being used so as to provide advice and guidance to the project team.

13 Lecture Notes - Richard Ssembatya13 Database Administrator This is responsible for the database and its dictionary. He develops and enforces the standards for the use of the product, the naming and placement of data items.

14 Lecture Notes - Richard Ssembatya14 Team Leaders These are the people who lead the sub-projects and their jobs is to plan and direct work on a day to day basis, and organize the views of the team members’ work. Steering committee: This is a body setup to control the development of the project and is made of various stakeholders.

15 Lecture Notes - Richard Ssembatya15 Risk Management Committee This is the committee that reviews the current status of risks, assigns owners to the risks and checks that they are identified and that avoidance or mitigation actions are being carried out. User Group: This is a forum that discusses and agrees on the requirements of the system and recommends changes and enhancement to the system.

16 Lecture Notes - Richard Ssembatya16 Project Life Cycle While the system life cycle refers to all the stages of system development from when it is conceived to when it is put into production, the project life cycle refers to the duration of the specific process i.e. from project initiation to completion or termination of the specific project.
