20. SPACIAL PLANNING COMPETENCIES The State hasn't competences on territorial planning. The State only has competences on public works of general interest, national defense, ports, airports … The Autonomous Communities assume general responsibilities (Spanish Constitution). Local Authorities hasn't competences on territorial planning.

21. TOWN PLANNING COMPETENCIES The State hasn't competences on town planning. The Autonomous Communities (regions) assume general responsibilities Urbanism (Spanish Constitution). Even some management skills (final approval of certain development plans). Local Authorities have power to implement the state and regional planning legislation, and most management skills.

STRATEGIES FROM 1998 LAW IMPROVE NATIONAL AND INTERNATIONAL SCOPE Promotion the traffic axis between Madrid- Bilbao-Barcelona-Valencia- Burdeos- Toulousse PROMOTE SARAGOSSE AS A GRAVITY CENTRE AND THE DEVELOPMENT OF ITS METROPOLITAN AREA IMPROVE FUNTIONAL RELATIONSHIPS Promote the Ebro’s Valley corridor. Reinforce the Somontano’s axis placing productive activities. Improve the Pyrenees and Iberic System axis.

25. STRATEGIES FROM 1998 LAW PROMOTE THE MUNICIPALITIES THROUGH EQUIPMENTS Equipment to render community services in administrative centers. Basic services distribution in such a way that were located at the most 20 minutes form any municipality.

IMPROVE INFRASTRUCTURE Roads: Sagunto-Teruel-Zaragoza-Huesca-Somport Highway Lérida-Binéfar, Monzón, Barbastro-Huesca-Ejea Highway Improve the communication and accessibility net between municipalities. Railway: Promote railway line Zaragoza-Teruel-Valencia Renew railway line Huesca-Tardienta, Support Zaragoza-Canfranc service. Make better use of the high-speed train (AVE).

27. IMPROVE INFRASTRUCTURE Development of equipments for the transport system Saragosse airport promotion. Portillo Intermodal Station. Modal transport exchanges where cities make possible. Creation of The Saragosse Logistic Center Agricultural Transformation Areas Redevelopment of irrigation and agricultural productive systems. 31. LOGISTIC PLATFORMS Projects PLAZA, PLHUS, PLATEA and whose interest goes beyond the scope of Aragon. Drawback of the human factor. If these projects reach their goal will require the formation of large masses of workers. Great magnet for labor, industrial and logistics= comprehensive enrichment of Aragon. Funding problems for maintenance and economic damage to the territorial governments.

32. TURISM AND PLANNING SYSTEM IN THE PYRENEES/ UNINHABITED VILLAGES RECUPERATION: IS IT AN ALTERNATIVE? TERRITORIAL FRAMEWORK: Pyrenees area in Aragon includes four regions: Jacetania, Alto Gállego, Sobrarbe and Ribagorza. Total population: 54.754 inhabitants (4,17% Aragón population, 60% living in the 6 main villages) Surface: 7.880,20 km2 (16,5% Aragón surface). Density: 6,95 inhabitants / km2 (Only 3,55 in Sobrarbe). Municipalities: 81. Entities: 497. NORMATIVE FRAMEWORK: Current normative includes laws and guidelines related to territory, landscape, activities, natural parks, land and urban planning…….
