First, let’s define what “certifying a performance plan” actually means: Certification simply means that you will be applying your “electronic” signature to the performance plan. It means that you’ve reviewed and agree on the information entered on the performance plan. In addition, anytime you or your employee certifies a performance plan or a performance review an email notification will be sent to the other party. If you or your employee do not have an email address, notification will come from your agency’s HR office. NextBack Certifying the Performance Plan Click the Next button

Because you have access to the Manager Self Service area you have already been identified as having authority to certify performance plans and reviews for your subordinates only. This authority is unique to you and can only be used when you access the system with your login and password. This means that you should protect your Self Service login and password from unauthorized users. If you suspect that someone has access to your logon and password, go to the MI HR Gateway at: www.michigan.gov/selfserv to request a new one. www.michigan.gov/selfserv Now let’s continue with certifying a performance plan NextBack Certifying the Performance Plan Click the Next button

Once you have gone through this checklist you are ready to certify the performance plan. NextBack Certifying the Performance Plan Before you certify a Performance Plan you should: Review the Competencies area for completeness. Review the Objectives/Factors area for completeness. Add or Review any Progress Review/Comments. Schedule and conduct your one-on-one discussion with your employee. Make any additional changes to the plan resulting from your discussion. Click the Next button

Next, click the white box under the Supervisor heading in the Certification area. NextBack Certifying the Performance Plan Click the Next button A warning box appears confirming you are ready to certify.

After you’ve certified the performance plan an email is automatically sent to the employee notifying them that you have certified their performance plan. The employee now needs to access their performance plan through their self-service account, review the plan, and certify it. NextBack Certifying the Performance Plan Click the Next button

You will receive an email notification when your employee has certified their performance plan. NextBack Certifying the Performance Plan Click the Next button

There may be an instance where your employee is unable to review and certify their performance plan: The employee does not have access to a computer. The employee does not have access to the intranet/internet. In this case the supervisor can certify a performance plan for the employee by using the Access Override feature. This applies the supervisor’s electronic signature on behalf of the employee. NextBack Certifying the Performance Plan Anytime you use this feature you are required to sign, and have the employee sign, a printed copy of the plan. Click the Next button

You, and your employee, must sign a printed copy of the plan for this process to be complete. NextBack Certifying the Performance Plan Click the Next button To print, click the Print button next to the rating period.

There may be an instance where your employee will refuse to review and certify their performance plan: The employee does not agree with the performance plan. In this case the supervisor can certify a performance plan for the employee by using the Refusal Override feature. By certifying the plan using the Refusal Override feature the supervisor is electronically signing the plan indicating that the employee has refused to certify it themselves. Whenever possible supervisor’s should attempt to resolve the disagreement and encourage their employees to certify the plan themselves. Remember, the employee can add comments to the plan stating their reasons for disagreement in the Progress/ Review Comments area. NextBack Certifying the Performance Plan Click the Next button

To electronically sign the plan, click the white box under Refusal Override in the Certification area. NextBack Certifying the Performance Plan Click the Next button A warning box will appear verifying that you will certify due to the employee’s refusal to certify.

There may be an instance where you need to make a change after a plan has been certified You need to make a change to the performance plan. The employee has requested a change to the performance plan. De-certification can only be accomplished by the supervisor. When a plan is decertified the certification process only will need to be re- accomplished by both the supervisor and the employee. Only the certification dates are cleared from the system. You will not lose any information entered into the performance plan. NextBack De-Certifying the Performance Plan Click the Next button

To de-certify a plan prior to employee certification, click the white box under the Supervisor heading in the Certification area. Only the certification dates are cleared from the plan. NextBack De-Certifying the Performance Plan Click the Next button

To de-certify a plan after employee certification, certification by Access Override or Refusal Override, click the white box under the Supervisor heading in the Certification area. NextBack De-Certifying the Performance Plan Click the Next button
