3 3 ADMINISTRATION: To provide for the overall management and administrative support of the department CULTURAL AFFAIRS: To promote, develop and preserve culture for the citizens in Mpumalanga. LIBRARY AND ARCHIVES: To promote public libraries and archives in the province. SPORT AND RECREATION: To develop and enhance the sporting capabilities of the people of Mpumalanga

5 The DCSR has been receiving grants from National Dept of Sport and Recreation since 05/06 18 Municipalities of the Province are participating in the Siyadlala Mass Participation programme. 67 Circuits,1846 schools (Primaries, Secondary's with 18 Learners with Special Education Needs Schools –LSENS) participating, Both programmes are implemented in the 3 Regions of the Province, Gert Sibande, Nkangala and Ehlanzeni, 510 volunteers delivering both projects Brief Background of Mass Participation 5

12 Monitoring capacity is provided through the following : Municipal Level – At Municipal level, Sport and Recreation Officials visit Hubs twice a week to monitor the work of Hub Coordinators and Cluster Coordinators Regional – Regions facilitate monthly meetings with volunteers to discuss and evaluate implementation of the programme – Regional Heads are part of these meetings 12 Department of Culture,Sport and Recreation Monitoring Capacity 2011 / 2012

13 Provincial – Monthly reporting meetings are convened with all officials to discuss reports including Conditional Grant reports – Unannounced Hub visits are conducted by the Director and the Chief Director. Means of verification collated for all the events – Officials have been empowered to collate means of verification for every activity that is taking place, this process need to be further enhanced. Appointment of officials for monitoring and evaluation – Short listing and interview process underway to appoint Deputy Director, Assistant Director for Monitoring and evaluation 13 Department of Culture,Sport and Recreation Monitoring Capacity 2011 / 2012

14 National Hub Visits – The National Department of Sport and Recreation visits Provinces Quarterly to evaluate and monitor the implementation of Mass Participation Programme. Reports – Monthly reports are received from Cluster Coordinators at Municipal level on monthly basis, processed by Regional Officials and submitted to Head Office 14 Department of Culture,Sport and Recreation Monitoring Capacity 2010 / 2011
