2 OBSERVERS and RUNNERS Appointment controlled by GS 163-45 What is the difference between a “runner” and “observer”? Neither are an “election official” 8 NCAC10B. 0101(a). Lists of persons who have voted are available at 10am, 2 pm, and 4pm. If ATV’s are used observer must create list. GS 163-45 and 8 NCAC 10B.0104

3 MEDIA at the POLLS See Chapter Six of the Precinct Uniformity Guidelines and the April 17, 2008 Memo to Directors and the April 25 th Press Release. (These two items are on your CD) GS 163-166.3 and 163-166.4

4 VOTER ASSISTANCE GS 163-166.8 8 NCAC 10B. 0107 Required by the Voting Rights Act of 1965 Assistance rules for family members Assistance rules for non-family members

5 Electioneering The buffer zone….GS 163-166.4 Police it as needed but observe compliance on a regular basis. Make sure buffer zone boundaries are both set and notice of them are made available to the public 30 days prior to use. Sample ballots are allowed if they comply with GS 163-165.2. Frequently police voting area to remove sample ballots and other political material (left by voters) from voting booths and inside the voting place.

6 CHALLENGES Voter Challenges made: Prior to election/Primary Day On Election Day At One-Stop Absentee Sites To Mail-in Absentee Ballots Challenges to candidates at this time will have to be handles as an election protest

7 Challenging A North Carolina Voter in 1715 VI. And Be It Further Enacted that all person offering to vote for Members of Assembly shall bring a list to the Marshall or Deputy taking the Pole containing the names of the persons he votes for & shall subscribe his own name or cause the same to be done: And if any such person or persons shall be suspected either by the Marshall or any of the candidates not to be qualified according to the true intent & meaning of this Act Then...

8 Challenging A North Carolina Voter in 1715 ……The Marshall, Deputy Marshall, or other Officer that shall be appointed to take & receive such votes; list — shall have power to administer an oath or attestation to every such suspected person of his qualification & ability to choose Members of Assembly &; whether he has not before given in his list at that Election. (There was a 20 pound fine to both the Marshall and voter for unlawful voting)

10 Unexpected Events What if building or facilities people don’t open buildings on time? Do you have emergency numbers, backups for keys, and additional names and numbers in case the person assigned is a no show? Not just for pollworkers but for all facilities people too. What happens if electricity is out for an extended period?

11 Unexpected Events Natural disaster (fire, flood, earthquake) Bomb threats Labor issues (yours or others) Phone system failure Computer failure Key staff illness or accident

12 EMERGENCY CONTACTS Can you communicate with your poll workers and they with you? Who is your contact for the precinct location? Can you reached at all times? Can your Board be reached at all times? How will you notify all your polling sites in a hurry if something major happens? Do you have a way you could contact all your polling sites quickly and efficiently with new instructions?

13 ABSENTEE Availability of ballots Requests Execution of the ballot Delivery of the ballot Counting the ballot Preparing absentee reports Overseas and Military

14 ONE-STOP PLANS After being filed and approved, must be followed Assistance to voters rules apply to One- Stop sites. Observers allowed Challenges may be made Same day voter registration
