3 Background 3 rd APEC Transportation Ministerial Meeting –Lima, Peru; 6-9 May 2002 –“...direct the Transportation Working Group to establish a project that will demonstrate the effectiveness of ITS technology and facilitate development of ITS standards that enhance interoperability amongst economies. The project should include elements of tracking container freight movements through intermodal port facilities and to their ultimate destination and the provision of port clearance through customs using E-commerce”

4 Background (continued) Leaders and Ministers directed early implementation of STAR initiative at the Shanghai and Los Cabos meetings Phase I APEC “Sea and Air Container Track and Trace Technologies: Analysis and Case Studies ” coordinated at APEC TPT-WG 21 in Brisbane (September 2002) Phase I initiative began in October 2002 and is currently underway New project builds upon Phase I initiative

Project Goals Enhance secure trade in the APEC region (STAR initiative) Apply ITS technologies to container security applications Demonstrate end-to-end tracking and tracing technologies Facilitate the development of ITS standards
