Sewer System information Meadowlark Reclamation Facility (MRF) Treats up to 5 MGD of Title 22 recycled water. Carlsbad and Olivenhain Municipal Water District’s purchase 100% of recycled water for resale. Encina Wastewater Authority (EWA) Regional sewage treatment/disposal facility. Vallecitos owns treatment capacity of 7.54 MGD in addition to solids handling capacity for all District sewage flows Sewer Mains 240 miles of sewer ranging in size from 4-inches to 42-inches Majority of the sewer is VCP and PVC Outfall Approx 8 miles of sewer (pressure and gravity) from District to EWA Lift Stations LS1 – Diverts up to 2,200 gpm for treatment at MRF LSM – All flows from LSM Community to MRF, 1,792 gpm capacity Questhaven (LS3) – Takes all flows from southeast portion of District to MRF Montiel LS – Small LS east of Nordahl Road

Discovery Street Sewer Project Description Description Resulting from 2005 spills, District created a new CIP to reduce/eliminate future potential spills into San Marcos Creek Resulting from 2005 spills, District created a new CIP to reduce/eliminate future potential spills into San Marcos Creek Existing 8-inch gravity sewer pipeline conveyed wastewater from Discovery Street across San Marcos Creek to LS1 Existing 8-inch gravity sewer pipeline conveyed wastewater from Discovery Street across San Marcos Creek to LS1 Due to location near and in San Marcos Creek, the sewer was susceptible to I & I during wet weather events. Due to location near and in San Marcos Creek, the sewer was susceptible to I & I during wet weather events. Replaced 8-inch pipe with 12-inch and 15-inch pipe from Discovery Street through LSM Community to the Lake San Marcos Lift Station Replaced 8-inch pipe with 12-inch and 15-inch pipe from Discovery Street through LSM Community to the Lake San Marcos Lift Station The old sewer in San Marcos Creek as been filled with slurry and abandoned eliminating a potential spill location in San Marcos Creek The old sewer in San Marcos Creek as been filled with slurry and abandoned eliminating a potential spill location in San Marcos Creek New sewer improves flows and operation of LSM Lift Station allowing greater reclamation of sewer for recycling New sewer improves flows and operation of LSM Lift Station allowing greater reclamation of sewer for recycling New sewer improved sewer operations by eliminating drop sections with deeper sewer line. New sewer improved sewer operations by eliminating drop sections with deeper sewer line. Construction cost $1.5 million Construction cost $1.5 million
