Survey of Residential Needs and Options Prosper Fingal Family Forum – February 2016

Context From Care Institutions to Community living….. Not for Everyone - Residential Care organised (with difficulty) in Family Crisis situations or for People with very severe disabilities (amongst a range of Providers) People with disabilities are living longer……….. Recession - Funding Crisis – diminishing resources from other sources. Reductions in Religious Communities previously providing Care……WAITING LISTS lengthen Family Forum engaged with this issue for past year External Context – Major National Housing Crisis – Uphill Battle Addressing problems in ‘Congregated Settings’ divert issue. No New Places! Now 38 Families experiencing crises in Residential Care Our Survey indicates a further 20 families will need Residential support over next five years The Parent Forum decides to concentrate efforts and resources on a Strategy and Action to raise awareness and lobby for funding.

What we set out to do? Residential Care Views and Options Discussion in Forum and smaller Consultation Group Agreed to undertake Survey taking account of views expressed (Outline presented) We asked People to reflect on the current situation (informs about Crisis family circumstances and needs over next five years) and imagine/anticipate the near future (over next ten years or sometime in the future). We looked for the following information: Profile of Family Members and Parents Current Living Arrangements – Support in the Home Sustainability of these arrangements Future Arrangements – (Continue/Not in Family Home or other arrangements) Future Residential Care Needed in What Environment? Level of Residential Support Needed When Support is needed Are Family members involved in Care Survey results to Inform Election, Lobbying and Budget Strategies now and in the future

What we know about Families in need of Immediate Care Prosper Fingal has currently identified 38 service users as being in need of a residential place immediately. Summary Survey contains revealing information not previously known but which now needs to be highlighted – EVERYONE NEEDS TO KNOW. Crisis Families Ageing Populations (Carers and family members with disabilities) Changing and increasing nature and severity of disability with ageing Major challenges to change Status Quo – (Parental support and Home-based care) to Preferred Options for the future Cuts in funding –major hurdle/challenge in the future. Need to increase Resources Parents seeking best possible residential care and support in the future We want PROSPER FINGAL to be central to the development of future residential care options ELECTION TIME NOW – SIGNIFICANT OPPORTUNITY TO BUILD AWARENESS AND LOOK FOR CHANGE AND RESOURCES
