2 GEF Learning Portfolio: Mandate 1995 GEF Operational Strategy calls for the GEF to play catalytic role in addressing transboundary water concerns by assisting countries to utilize the full range of technical assistance, economic, financial, regulatory, and institutional reforms that are needed. Under that in the GEF4 Replenishment Programming paper, some 25-35% was to be spent on foundational capacity building and targeted learning for the portfolio.

The project will share information and accelerate the replication of the most appropriate nutrient reduction practices developed from GEF and other investments in the region. The main objective is to develop transboundary waters assessment methodologies for the Global Environmental Facility (GEF) in setting priorities and catalyse a partnership for conducting such a global assessment.
