Impact of “One-Call” Legislation Too Early to Tell Passed into law in June 1998 DOT Office of Pipeline Safety is studying one-call system best practices 9 Task Teams established in 11/98 Multi-industry participation NRSC Facilities Solutions Team is participating Final Report due in June 1999 States may apply for grants (FY2000-$1M, FY2001-$5M) for one-call systems that adopt best practices.

Subcommittee 1- Best Practices Updated and consolidated best practices to meet needs of traditional wireline carriers and to apply to new service providers and technologies, e.g. ATM, WDM/DWDM, VoIP, LMDS, WLL, xDSL, Packet. Survey to judge the implementation and effectiveness of best practices (4/99). Emphasize Power, Facilities and E911 Preliminary report due July 1999

Subcommittee 2- Data Analysis/Future Considerations Scope: -analyze effectiveness of current outage reporting criteria and data -suggest appropriate clarifications (especially for incidents on sub-network or leased capacity situations) -identify additional industry segments (e.g., cable, Internet Service Provider, satellite, and wireless) and tools that the Commission may need to consider for inclusion in the reporting criteria -assess the likely impact of new and changing technologies and services (e.g., internet services, ATM, Frame Relay) on network reliability -review and consider similar efforts underway (e.g., CIAO Critical Infrastructure Assurance Office)
