Unable to access to financial data from multiple G/L’s and legacy systems across the agency. Expensive and error-prone process to roll-up financial statements from sub-agencies, departments, and bureaus. Difficult to support internal control & audit requirements for OMB Circular A-123. AFTER Accurate, consistent, and timely financial reporting from across the Agency. Auditable financial statements to accurately reflect Agency finances. Increased transparency into Agency financial position during the current quarter. Enhanced capabilities to analyze financial activity and results across disparate systems and departments. Can quickly produce financial statements. The VA provides patient care and administers veterans' benefits with high quality, prompt and seamless service to veterans. All rights reserved. 5 Department of Veterans Affairs Consolidated Federal Financial Statements “The Department of Veterans Affairs (VA) completed another successful year by receiving an unqualified audit opinion for the 9th consecutive year from our external auditors... the Hyperion Financial Management reporting system, initiated in 2006, was used to produce the 2007 quarterly and consolidated financial statements. This system is now completely producing VA’s consolidated financial statements using a standardized and repeatable process.” Robert J. Henke Chief Financial Officer

Why? Accounting Research Bulletin (ARB) 51 and IAS27. From ARB51, “The purpose of consolidated statements is to present, primarily for the benefit of the shareholders and creditors of the parent company, the results of operations, and the financial position of a parent company and its subsidiaries essentially as if the group were a single company with one or more branches or divisions.” To achieve the purpose of consolidated financial statements, the it is required that those statements must report as faithfully as possible the financial position, results of operations, and cash flows of a reporting entity that comprise a parent and its subsidiaries. Underlying that conclusion is the need of investors for relevant, reliable, and comparable financial information that is helpful to them in assessing an entity’s financial position and performance and in comparing information with similar information for other periods and with similar information about other entities. Information about all of the economic resources that an entity controls and all of its activities is essential to a fair assessment of its performance. ARB 51 further states, “There is a presumption that consolidated statements are more meaningful than separate statements and that they are usually necessary for a fair presentation when one of the companies in the group directly or indirectly has a controlling financial interest in the other companies”.
