2 What does Congress do?? 1.Makes laws*** 2.Raise/ Spend money Budget: how much $$ to spend Deficit: money lacking/ owed Surplus: extra money 3. Regulate Commerce (trade) 4. Deal with foreign countries (treaties) Expressed Powers: powers clearly listed in Constitution Example: National gov’t can 1.Coin money 2.Organize military 3.Declare war on a country 4.Collect taxes for DEFENSE 5.Organize NATURALIZATION PROCESS

3 IMPLIED POWERS: powers not specifically stated in Constitution Part of “Necessary & Proper Clause” Sometimes called the Elastic Clause – Allows Congress to STRETCH powers to meet new needs Example: Air Force Implied Powers include: 1.Limiting immigration (quota) 2.Collect taxes for public education/ welfare 3.Draft (Selective Service Act)
