DATE PLACE ICT IN EMERGENCY RESPONSE & RECOVERY WORKSHOP
2
INTRODUCTION Let’s all introduce ourselves! State your : Name Organization Title, and Expectati ons for the workshop
3
WORKSHOP OBJECTIVES By the end of the 3-day training participants will: Understand the advantages and disadvantages of electronic data collection in emergency response and recovery. Feel comfortable with the CRS-recommended ICT toolkit: building simple and complex forms in iFormBuilder, developing simple reports and creating bar-coded beneficiary ID cards. Understand implications of electronic data collection on data privacy Know what questions need to be asked when working with multi-agency initiatives involving ICT
4
WORKSHOP AGENDA Welcome! ICT in Emergencies Overview Intro to iFormBuilder, building simple forms Day 1 Building complex forms with iFormBuilder Best practices for ICT management Form Building practice Day 2 Intro to BarTender, creating beneficiary IDs Data analysis with Zoho reports/dashboards ICT and data privacy Collaboration between diverse ICT platforms Day 3
5
WHAT IS ICT? ICT4D SESSION 1.1
6
I nformation and C ommunication T echnologies for D evelopment (ICT4D) Use of Information and Communication Technologies in the fields of Socio-economic Development, International Development, and Human Rights It is aimed at bridging the digital divide and to aid economic development by fostering equitable access to modern communications technologies Theory : More and better information and communication furthers the development of a society WHAT IS ICT4D?
7
WHAT IS ICT4 E ? ICT4D Emergency Response & Recovery ICT in ERR

ICT IN EMERGENCY RESPONSE & RECOVERY ICT4D in Emergencies Toolkit Mobile Data Collection and Data Management Registrations and Data Collection Registration Cards and Barcoding Reporting: Zoho GPS data collection Imagery, Mapping and GPS/GIS ArcGISUAV Satellite imagery Electronic Money & Payment Mobile money Debit cards Other & Innovations Early warning systems Search for logical innovations
9
9 Technology represents only 25-30% of the picture PEOPLE (Roles & Responsibilities, Knowledge, Attitude, Skill, Performance) PROCESSES & TOOLS (Design, Job descriptions, Partner Agreements) TECHNOLOGY (Devices, Forms, Reports, Maps)
10
MOMENT FOR REFLECTION ICT4D SESSION 1.2
11
How is your organization using—or planning to use—ICT?
12
USES OF ICT IN EMERGENCY RESPONSE ICT4D SESSION 1.3
13
HOW CAN ICT4D BE USED IN DIFFERENT PROJECTS? Data collection – monitoring, surveys Behavior change – targeted SMS messages to beneficiaries (ART adherence), job aids for counseling or BCC, videos, etc. Cash transfers – mobile money Market access – finding market prices, etc. Supply chain management – tracking and managing stocks, commodities Tele-medicine – video conferences, etc.
14
Technologies: Tablets, iFormBuilder, GPS, barcodes, Zoho reports Countries: Haiti, Mali, Burkina Faso, DRC, Pakistan, Turkey, Egypt, CAR, Madagascar, Philippines, and more. ELECTRONIC DATA COLLECTION Opportunities/Benefits: Saves time in long-run Improved data quality potentially less expensive Standardization More data options: GPS, etc Cloud-based and real time Other? Barriers/Weaknesses: Adoption during response Device availability/budget Infrastructure constraints Qualitative data entry Potential caution from management to adopt Other?
15
Technologies: Barcoded cards, BarTender software, Barcode reader Countries: Philippines, Mali, Haiti, Burkina Faso, and more. REGISTRATION CARDS, TOKENS WITH BARCODES Opportunities/Benefits: Unique IDs from the beginning Track households throughout response Reduces fraud Prepositioning of templates Other? Barriers/Weaknesses: Software purchase ($370) One license per computer Need to learn the software Still need printer Need to remember in response Other?
16
Technologies: GPS devices, mapping software, UAV/drones or satellite imagery Countries: Haiti, Philippines, Mali, Madagascar, and more IMAGERY, MAPPING AND GIS Opportunities/Benefits: Geospatial assessment data Enables targeting Enables coordination Program progress monitoring “Cool” reporting Other? Barriers/Weaknesses: Complex software Need up-to-date imagery Potential for unnecessary data collection (Make sure it’s useful) Cost/benefit UAV not yet clear Not sufficiently tested Other?
17
Technologies: Debit/Credit cards, mobile phones, ATMs, smart phone “terminals” Countries: Kenya, Ethiopia, Haiti, Philippines, Mali, Madagascar, and more MOBILE MONEY Opportunities/Benefits: Increased staff/beneficiary safety Beneficiaries choose where and when to withdraw funds Remote fund transfer possible Reduced chance of fraud Other? Barriers/Weaknesses: PIN-numbers and new technology challenging for illiterate Additional beneficiary training needed Robust accountability system necessary Other?
18
MOMENT FOR REFLECTION ICT4D SESSION 1.4
19
AGREE OR DISAGREE? “The use of technology is appropriate for every emergency response and recovery project”
20
LET’S BRAINSTORM What information is needed when deciding whether or not to include ICT in an emergency project?
21
SHOULD WE USE ICT4E? CONSIDERATIONS: Timeframe – is it worth the effort to introduce ICT given the ERR project time period? What about long term benefits? Coverage/ infrastructure – Do you know if electricity, cellular and internet network coverage is sufficient? Materials – is equipment and software pre-positioned or easily obtainable? Staff and management – does your organization have the staff to implement, support and sustain an ICT4D project? Are they trained? Cost/ benefit of introducing ICT into an existing project (Do the benefits of introducing ICT outweigh the hardware and development costs?) Is the project’s existing system or approach working well —does it need to be replaced by an ICT system?
22
KNOW BEFORE YOU GO!! 1.What is the purpose of your ICT4E solution? 2.What is the ICT landscape in the project area? 3.What is the ICT4D landscape in the project area and for the problem(s) you seek to address? 4.Who are the project’s potential ICT users ? 5.Who are the project’s potential ICT beneficiaries ? 6.Who are the project’s ICT implementers ? 7. How much time is needed to develop and test the solution? 8.Does the project have funds to cover the ICT costs?
23
GROUP WORK #1 Break into groups Review scenario on assigned handout Answer the 8 questions of ICT4E implementation for the scenario, to the best of your ability. If you do not know the response to a question, discuss and record how you could go about getting the required information.
