Federal Regulations “Pigments that contain 50 ppm or greater PCB may be processed, distributed in commerce, and used in a manner other than a totally enclosed manner” 40CFR “The Administrator hereby finds that the manufacture, processing, and distribution in commerce of PCBs at concentrations of 50 ppm or greater and PCB Items with PCB concentrations of 50 ppm or greater present an unreasonable risk of injury to health within the United States.” TSCA “The concentration of inadvertently generated PCBs in products leaving any manufacturing site or imported into the United States must have an annual average of less than 25 ppm, with a 50 ppm maximum” TSCA

How Low Can You Go? Federal regulations allow imported materials to contain 50 ppm PCB’s (0.00005) Concentrations in IEP’s effluent are over 20 million times lower than the Federal allowance (0.000000000002) WQ Regulations propose limits nearly 14 billion times lower than the Federal allowance (0.000000000000003) No technology available to remove PCB’s to this level Elimination of recycling is currently the most likely option Is this a realistic and necessary outcome?
