SFH Update vs. Scanning To sustain normal network operations, serving ABS broadcasts and adjusts its configuration via system information updating –The critical information is broadcasted via P-SFH/S-SFH IEs in 802.16m –The timing of some system information updating may need flexibility Dynamically increase/decrease ranging opportunity To perform handover, serving ABS allocates a time interval for cell scanning –AMS scans the neighboring cells during unavailable time intervals –AMS resumes the normal data transmission during available time intervals

SFH Updating during AMS Unavailable Time Interval What if the system information is required to be updated while AMS is in the unavailable interval? –AMS may not get the up-to-date system information ex: BR information, FFR information

SFH Updating During the period of SFH offset, ABS broadcasts the new SFH subpackets instead of the currently used SFH subpackets. –If the SFH offset is long, the HO latency may not be tolerant for some AMSs which want to do network entry during the period of SFH offset. –If the SFH offset is short, it can not guarantee that all AMSs have received the new SFH subpackets before the new SFH subpackets are actually applied. System information updating is related to cell-wide/network- wide configuration. It’s not a reasonable design to postpone the SFH updating just because an AMS is performing scanning operation. So an extra SFH update notification mechanism is needed.

Proposed Solution Add a 1-bit indicator in AAI_SCN-RSP/AAI_SLP-RSP If SFH will be updated at time t+x and ABS is aware of this oncoming update at time t, –For the AMSs that request scanning after time t and the required unavailable interval involves time t+x, 1.ABS may reject the AMS’s request (Scan Duration field is zero) 2.ABS may reschedule the AMS’s required unavailable interval in AAI_SCN-REQ 3.ABS may reply AAI_SCN-RSP/AAI_SLP_RSP with enabling this indicator to notice the AMS to do SFH updating during unavailable time interval –For the AMSs that had requested scanning before time t, 1.ABS may reschedule the AMS’s unavailable interval by sending unsolicited AAI_SCN-RSP 2.ABS may send unsolicited AAI_SCN-RSP/AAI_SLP_RSP with enabling this indicator to notice the AMS to do SFH updating during unavailable time interval.

Proposed Text (1/3) Modify the text in 16.2.3.14

Proposed Text (2/3) Modify Table 686: NameValueUsage Scan duration Duration (in units of AAI subframes) of the requested scanning period. Scan Purpose 0b0: scan BS(s) which is in the list of the AAI_NBR-ADV message 0b1: scan BS(s) which is not in the list of the AAI_NBR-ADV message SFH updating indicator 0b0: nothing 0b1: SFH Update is coming Report mode… ……

Proposed Text (3/3) Modify Table 699: NameValueUsage SFH updating indicator 0b0: nothing 0b1: SFH Update is coming Response_Code 0b00 : Request by ABS in Unsolicited manner 0b01 : Approval of AAI_SLP-REQ 0b10 : Rejection of AAI_SLP-REQ 0b11 : Reserved This indicates response type of AAI_SLP-RSP message. Operation… ……
