12 List of Non-Technical Challenges Business Agreements: – Before pilots can begin exchanging messages, they need to have a business agreement in place. Resources to complete pilots: – Intermediaries/ Hubs have been essential parties in pilot work. – State resources may be limited or change, presenting a barrier or delay to participation Test data vs live data: – Pilot organizations need specific credentials to access certain databases. Clarification of PMP Governance Rules on Key Issues: – Health IT vendors need clarification on PMP governance rules to solve key issues, e.g., what PMP report information has to be presented to the end user.

13 List of Non-Technical Challenges Access to state PMP data: – Some states only grant access to named individuals while other states can grant access to an organization. Certification credentials: – State PMP vendors must issue certification credentials for pilots. The timeliness for receiving these credentials can delay pilot completion. Number of available standards: – The number of different standards that are available can make it hard for health IT vendors to know which standards to build into their system. Piloting without end users: – Pilots that do not engage end users are limited in testing the efficacy of the integration.
