Voter registration procedures were changed in 1995 by NVRA or as we know it …… the "motor voter“ act. It required driver's license offices to take applications for voter registration. It also included other agencies and a mail registration program.

In 1988 Absentee voting was by written request with an excuse……sick, disabled or expect to be away when the polls are open In 1999 the General Assembly authorized “no- excuse” absentee voting in even-year general elections In 2001 One-Stop no excuse absentee voting was permitted for all elections

Absentee voting has become very popular. Counties are seeing 40%-50% of voters choosing to vote at early voting sites prior to the election.
