4 4 About Kids Central, Inc. Kids Central Inc. is the not-for-profit lead agency selected by the state of Florida to coordinate child welfare services in Citrus, Hernando, Lake, Marion, and Sumter Counties (Circuit 5). The agency develops and manages a comprehensive, community-based system of care for abused, neglected and abandoned children and their families. The Kids Central network is accredited by the Council on Accreditation (COA). The COA program of quality improvement is designed to identify networks that have set high performance standards for themselves and have made a commitment to quality. (www.coanet.org)

5 5 Kids Central Mission To develop and manage a child-centered community-based system of care for abused, neglected and abandoned children and their families in order to strengthen families and prevent them from entering the child welfare system.

6 6 DCF Mission Protect the vulnerable, promote strong and economically self-sufficient families, and advance personal and family recovery and resiliency.

7 7 Purpose of Afterschool Programs Kids Central is offering Afterschool Enrichment Program funding opportunities to Marion, Citrus, Sumter, Hernando, and Lake County communities. This program makes funds available to community agencies in Circuit 5 for innovative programs and services that will address the specific needs of their communities. We wish to partner with organizations in an effort to find ways to identify and serve families in each community that are at risk for child abuse or neglect. Funds awarded through this program must be used for “primary prevention” of child abuse and neglect.

8 8 Primary Prevention is … Sports Programs Tutoring Services Food Service Programs Enrichment Programs Peer Camps Fitness Camps Leadership Workshops Life Skills Training Vocational Training Services and/or activities directed at the general population in an effort to stop abuse, neglect and/or abandonment before it occurs. Prevention programs may include, but are not limited to: 8

9 Role of the Marion County Children’s Alliance The Marion County Children’s Alliance (MCCA) has been selected to administer all Afterschool Programs funded by Kids Central. The Marion County Children’s Alliance will: assist Kids Central in the review, evaluation and approval process; develop written contracts with awardees; provide technical assistance to awardees; monitor performance and perform necessary follow up actions; develop and follow written procedures approved by Kids Central; keep accurate records on all tasks and activities performed; and, report information back to Kids Central about the program performance 9

10 10 Eligibility Requirements and Project Criteria Kids Central Afterschool Programs are intended for one-time funding; funds should not be requested to sustain or support your agency. Expenses may not be incurred until your proposal is approved and the written contract is signed. Any start up funding needed for the Afterschool Program must be negotiated with the MCCA and will not be available until after August 26th. Funding provided by Kids Central will be utilized by the award recipient to offer scholarships to qualifying children in their communities. Children receiving a scholarship because of Kids Central funding, shall not be charged any additional fees. Programs must be offered to all eligible clients to include community and foster care clients. Program must meet the background screening and insurance requirements.

12 Staffing Requirements Proposals shall describe the following: –Staffing plan, including the number of paid employees and volunteers –The job duties of paid employees and volunteers –Any special qualifications of staff members that benefit the program –How you will build your staff base if staff not already employed –Provide your policy on background screenings of staff and volunteers 12

13 13 Budget The following are NOT allowable expenditures for afterschool funds requests: –Purchase of tangible assets to include but not limited to: equipment, buildings, land, remodeling,costs associated with a new facility and/or capital improvements –Fundraising –Bonuses/Commissions –Supplanting existing programs –Payment of Taxes –Rent and Utilities that are outside the timeframe of the Afterschool Program and/or sustain the Program for a population that is not a part of the Kids Central funded program –Purchase of Gift Cards or Entertainment Vouchers

14 14 Budget The following ARE allowable expenditures for afterschool funds requests: –Level 2 background screenings through DCF –Staff salaries only for the length of the afterschool program and the population the KCI funding would serve –Insurance premiums to cover only the length of the afterschool program and the population the KCI funding would serve –Rent and Utilities to cover only the length of the afterschool program and the population the KCI funding would serve –Cost of snacks for participants during the afterschool program

15 15 Successful Proposals Successful proposals will: –follow the proposal guidelines precisely and include all requested information. –clearly describe the purpose of the program and the expected outcome. –identify a population that is at risk for child abuse in your community that could benefit from the service (s) you will provide. –include a schedule of planned activities and events.

16 16 Successful Proposals Successful proposals will: –describe the plan for providing snacks to the participants. –clearly define what is being budgeted for to include a breakdown of snack costs, payroll to include number of hours, etc. –clearly define the days and hours of operation. – confirm that services can still be provided even if Kids Central is unable to fully fund the request.

17 17 Proposal Specifications Complete proposal packets must include: –Proposal Identification Application Form (Attachment I to RFP) must be filled out completely and signed. –Proposal Narrative (no more than 10 pages) shall be single-spaced 12 pt font with 1” margins –Financial Report (Attachment 2) –Additional Documentation references, proof of insurance, license, etc.

18 18 Selection Criteria The Kids Central Proposal Review Committee will review proposals, select program recipients and determine the level of funding to be awarded. Only proposals received by 5:00 pm on August 5 th and follow the format specified in the RFP will be considered for review. Determination and notification of program awards will be listed on KidsCentralinc.org no later than 5pm on August 15th. If your agency is not listed on the website, your proposal was not awarded. 19 19 Disbursement of Afterschool Break Funds Kids Central will determine how funding will be disbursed on a case- by-case basis. A proposal may not be fully funded and may be reduced at the discretion of the Review Committee. If funds are reduced, the program recipient will be given the opportunity to submit a revised budget and proposal by August 22nd. Following the completion of the Program, program recipients must provide the Marion County Children’s Alliance with all receipts and other documentation of their project. During the duration of the program, program recipients must submit required reports and will maintain regular contact with the Marion County Children’s Alliance. During the duration of the program, Marion County Children’s Alliance will perform spot financial audits to confirm that the scholarship funds are being used to purchase allowable expenditures. After awards have been announced, all further correspondence should be directed to the MCCA Project Coordinator Nancy Castillo at 352-438-5992.

20 Reporting Requirements Each program awarded funds will be required to submit the following reports to the Marion County Children’s Alliance: Attendance Reports Status Reports Youth Satisfaction Surveys Project Self-Evaluation Actual Expenditures Report 20
