2 Background Shipbuilding – complex industrial activity requiring skilled people, r&d, finance, infrastructure, etc. Shipbuilding – a constant learning process but little feedback to builders Agremment in Yokohama: RT to formulate a proposal on feedback mechanisms for further consideration by the tripartite group SAJ comments from Yokohama.... Value of feedback to shipbuilders of experience from ships in service, for example of structural problems, coating breakdowns, etc.

3 Background SAJ comments from Yokohama.... Though we must welcome in service information, simple accumulation of case reports alone would not be good enough and such raw data should be compiled into data worthy of assessment. As was expressed during the Tripartite, feed back of not only faulty results but also good results is important – haste to seek allopathy type treatment of feedbacks would not bring about good results and verification must take place to set the necessary rules should those rules are to remain plausible for years to come

4 Background CESS:.. the shipowners and class should engage in a more intense exchange of information with the shipbuilders enabling the shipbuilders to provide helpful suggestions to contribute to the improvement of the situation

5 Feedback System - proposal Scope – standard system for a mutual dialogue between the Ship Operator and the Ship Builder over a period of time to monitor the functionality of the ship’s hull, its equipment and outfittings. Period of time – [5] years (or more?) Others involved – Class [& Flag Administration]

6 Feedback mechanism - proposal Standard list of items (check list) (Length and frequency of reporting to be selective for various items) or (reporting when problems occur only) Indicate the corrective actions Positive reporting on novative solutions that could be applied to other ships Sharing of information with corrective actions or improvements accross the industry Compiling & analysis of data

7 Report YardClass Cause subcontractor correction yard/designer/ class/subcontractor correction alert sister ships report apply to new ships IACS (database) alert IACS members feed back design machinery/ equipment outfittings

8 Check List STRUCTURAL - hull MACHINERY/EQUIPMENT - main engine - auxiliary engines - automated systems- pumps- rudder- propeller OUTFITTING - paint - electric cabling - bridge equipment- piping, valves

9 Feedback System - advantages Source of information to correct problems Share improvements accross the industry An industry developped management tool Self-monitoring that cannot be ignored by regulators Easier control of (sub-) strandrad shippping Transparency Expereinced gained by builders & industry

10 Feedback System - disadvantages Bureaucratic exercise Information mis-used for sale/purchase Possible problems with and for chartering Would it be used by owners?.........

11 Feedback System One need to decide: –is it worth pursuing it? –if yes, one needs a working program/plan
