7. State Constitutions Had both white and black delegates Many followed rules of Congress Created new social welfare programs

8. Black Reconstruction Scalawags – whites who supported Union Carpet Baggers – Northerners who moved south Raised taxes to pay for building of infrastructure, schools and infrastructure Political corruption occurred all over US

9. South Fights Back Radicals only controlled South if blacks were voting Ku Klux Klan (KKK) –Tried to stop black voting with violence and terrorism –Were led by Confederates Grant tried to ban KKK, but southern governments don’t enforce it
