EXPERIENCES Jack Corcoman Head of Firemen´s Brigade in N. Y. (11 September) said in a conference: “Information is not shared and it is given just to create problems. People desire to be the centre of attention"... "(In catastrophes)... They are overloaded with information and that is why wrong decisions are taken.”

CHARACTERISTICS Information overflow. Changing evolution of the emergency. Dissemination of information and actions. Acceleration and overflow of citizens´requests. Poor information on the level of available response resources and their state. Incoherent and scattered information on support infrastructure for the emergency. Overflow and block of broadcasting channels of response guidelines. Non-existence of information channels for citizens.

NEGATIVE EFFECTS Inability to process all information received by decision- making agents. Inability to know relevant information to make decisions. Inability to pay attention to citizens´requests. Inability to know available resources and give instructions to them. Inability to know available infrastructures for response. Inability to rapidly communicate with response resources. Inability to communicate with civilians.

NEED The intelligent management system, which is able to integrate all technologies to provide as much information as possible and through the Intelligent Algorithm of Decision Proposal it provides the control office with best solution for emergency, minimizing the risk to take a wrong decision. 9 PRESENT PLATFORM ADVANTAGES 1. It will be an intuitive tool that integrates the information needed in an emergency in a simply visual way. 2. It will allow to see the progress of the emergency in real time. 3. It will propose operative decisions in more complex decisions to the responsibles, like. 1. Definition and proposal of isolation emergency perimeter. 2. Definition and proposal of necessary resources and points to cover, managing communication in an automatic way. 3. Definition of evacuation points and routes. 4. Definition of routes and accesses to emergency services. 4. It will allow to see the efects of operative decisions. 5. It will allow massive communication of instructions to the resources. 6. It will allow massive communication to the population potentially affected.

GENERAL OBJECTIVES Definition of the control office scope Personalisation and parametrization of SIRE Definition of Intelligent Algorithm of Emergency solution Several technologies integration (cartography, GPS, Communications, etc.) necessary to manage emergencies Center of training and simulation to improve emergency management

REGIONAL COOPERATION NEEDED IN AGREEMENT WITH EUROPEAN REGULATION, EMERGENCY RESPONSIBLES ARE THE REGIONS (112) EMERGENCY CAN AFFECT SEVERAL REGIONS. THE EXCHANGE OF PRACTICES AND INFORMATION CAN HELP CREATE MORE EFFICIENT SYSTEMS THE STANDARDIZATION OF INFORMATION AND PROTOCOL CAN HELP PRODUCE INTELLIGENT SYSTEMS MORE POWERFUL AND INTEROPEABLE IN ANY EUROPEAN REGION. EFFORT AND COOPERATION FROM EVERYONE ARE NEEDED TO PROVIDE KNOWLEDGE TO FEED INTELLIGENT SYSTEMS
