SUBSIDIARITY: » EU focuses on the framework and is not in charge of deciding in individual cases – and especially not retroactively! » Local decisions affect global businesses & EU network. SUPPORT : » European support for local authorities to take evidence based and most cost-effective decisions in view of particular characteristics of airport/airline

Limit noise at source: use quieter aircraft » Through ICAO noise standards – chapters 2-3-4-(14) » Directives 2006/93/EC + EU/598/2014 + Clean Sky. Land use: keep distance from airport area » Avoid residential building in airport areas » Insulation and compensation programmes. Optimize aircraft trajectories & procedures » Implementation of the European ATM Master Plan containing for example the implementation of high precision, low thrust, curved approaches avoiding noise sensitive areas (SESAR). Operating restrictions » Implemented through European Regulation 2014/598/EU

Harmonize process – not solutions, which remain airport tailored 1)Set noise abatement objectives 2)Identify the possible mitigating measures 3)Assess cost-effectiveness 4)Select the measures 5)Consult the stakeholders 6)Adopt the measures & notify 7)Implement the measures 8)Provide for dispute resolution

| 8 EUROPEAN COMMISSION - ARC - BRUSSELS 20 November 2015 CONCLUSIONS: The EU at the service of the citizens 1. Airports will not move – we have to reconcile quality of life with freedom to fly 2. EU focuses on POLICY FRAME – not concrete decisions for a particular airport 3. EU framework enables local authorities to pursue evidence based policies with focus on particular needs

Need to build synergies between measures – which are interdependent – good mix of technological / operational / incentives measures
