SEC. 601A GENERAL POWERS Has all the powers identified in the Act but also may exercise "a power incidental or appropriate to the performance of any function related to the operation of the district" The powers identified in the act are: *Educating Pupils *Providing for the safety and welfare of pupils *Hiring, contracting for, scheduling supervising employees *Receiving, accounting for, investing or expending ISD funds and borrowing money *Enter into cooperative agreements with other entities *Operate, participate in, administer or serve as fiscal agent for 1 or more programs involving workforce development

SEC. 681 CTE MILLAGE LIMITS ▸ If you did not levy a millage in 1993, you are limited to 1 mill ▸ If you did levy a mill, you may levy mills at a rate not to exceed 1.5 times the number of mills authorized for these purposes in the ISD in 1993.

SEC. 1724A SPECIAL EDUCATION MILLAGE LIMITS ▸ Limited to 1.75 times the number of mills authorized in 1993

SEC. 625A PROPOSAL A LIMITATIONS ▸ Limits taxes levied by ISD for operating purposes to a rate not to exceed 1.5 times the number of mills allocated to the ISD in 1993

SEC. 705 REGIONAL ENHANCEMENT MILLAGE ▸ An ISD may levy and enhancement millage of up to 3 mills to enhance other state and local funding for local school district operations ▸ A board resolution is required to be adopted by "1 or more boards of its constituent school districts representing a majority of the combined membership of the constituent districts" ▸ All resolutions must include identical number of mills and number of years

SEC. 629 LIMITS ON BORROWING MONEY AND ISSUING BONDS ▸ ISDs can borrow money and bond under Sec. 629 "as necessary for programs conducted by the ISD" and also specifically for Special Education and CTE programs ▸ Total bonded indebtedness shall not exceed 1/9 or 1% of the SEV of the taxable property within the district. ▸ HOWEVER, Special Education (Sec. 30) and CTE (Sec. 687)bonded indebtedness doesn't count toward this cap.

SEC. 1571 ATTENDANCE OFFICERS ▸ Includes the requirement for the ISD to have an attendance officer ▸ Attendance officers of an ISD have the powers of a deputy sheriff while performing official duties

SEC. 955 PROPERTY TRANSFERS ▸ The ISD determines whether personal property of a school district should be transferred. ▸ If real property owned by a school district is transferred to another district, the ISD shall determine an equitable payment for the loss of the property.

SEC. 1711(A) SPECIAL EDUCATION PLAN ▸ Requires the development of a special education plan in cooperation with constituent districts

SEC. 634 GIFT LIMITS ▸ In any one month period, and ISD administrator or board member shall not accept any money, goods, or services with a value larger than $44.00 if the administrator or board member doesn't provide good or services of equal value in exchange.

SEC. 621A TRAVEL ▸ An ISD must have a policy requiring approval by the board or its designee of all travel by a board member or employee that includes at least 1 overnight stay. ▸ The policy MUST include a pretravel authorization form detailing estimated expenses and a post travel form detailing and verifying actual expenses. ▸ Approval is required on both forms

SEC. 701, 702, & 703 ISD BOUNDARIES ▸ Sec. 701 outlines the process of combining adjoining ISDs ▸ Sec. 702 provides for the annexation of one ISD to another ISD ▸ Sec. 703 details the process to disorganize or dissolve an existing ISD

SEC. 1277A ACCREDITATION ▸ If requested by a school district, an ISD shall provide advice and technical assistance to the district or school on meeting the accreditation requirements

SEC. 624(2)B APPROVAL OF BUDGETS ▸ By June 1st of each the board of each constituent district shall review the proposed ISD budget ▸ The constituent district shall adopt a board resolution expressing support or disapproval of the ISD budget and send the resolution to the ISD. ▸ The ISD "shall consider the proposed budget changes"

SEC. 620 MI SCHOOL DATA ▸ Sec. 620 requires the posting of certain information on an ISD website in the form prescribed by the department ▸ Information includes general budget disclosure, number of employees, number of pupils, travel over $3000, and additional disclosure for ISD employees with a compensation package in the top 3% among the ISD employees.
