Differences between Iowa and Washington D.C. The Iowa Legislature -Smaller in numbers (50 and 100 in chambers) -Iowa Constitution is Supreme -Must have a balanced budget every term -We have the “funnel” process to keep things moving

Differences between Iowa and Washington D.C. The Executive -Governor serves 4 year terms and it is limitless -Has veto and line item veto power -If Legislature is overspending, he can order across the board cuts

Differences between Iowa and Washington D.C. The Judicial -This branch is nearly identical to the federal level: -District Courts, Court of Appeals, and the Supreme Court

Other Terms for Other States Recall: A vote to remove an elected official Referendum: State Gov gives a constitutional change to people to vote on. Initiative/Proposition: People petition to have an item voted on. Known as Direct Democracy

Local Governance The 99 Counties and the County Seat are the largest form of local governance Within counties there is another division known as townships. The only position generally associated with this is a city clerk. If there isn’t a town located within the township then a board of 3 or 5 members are the trustees

City Governments While there are a number of different forms/methods of city governance, we will focus on three. Weak Mayor-Council Strong Mayor-Council Council-Manager-Ward (City Manager)

Weak Mayor-Council In this form, the Mayor has little power beyond what the Council delegate to him/her. The Council has powers to add/remove offices/officers, change policy, etc… The Power of the Mayor in this form comes from the ability to be a good politician, and what he is able to will the Council to do. This is often found in smaller municipalities

Strong Mayor-Council In this form, the Mayor has sweeping powers allowing him to manage/control the city in the best manner possible. Generally larger items (like a budget) will require consent of the council. The council basically has oversight over the actions of the Mayor This is often found in larger municipalities

Council-Manager-Ward (City Manager) In this form, the Mayor has sweeping powers allowing him to manage/control the city in the best manner possible. Generally larger items (like a budget) will require consent of the council. The council basically has oversight over the actions of the Mayor. The Mayor in conjuncture with the Council will hire a an outside expert to help administer and oversee the city (think SimCity). This is a position that serves at the pleasure of the city officials and can be replaced at anytime. This is often found in larger municipalities
