Cost Recovery Grant Program’s Cost Recovery Policy: Requires property owners with more than 500 tires to sign an affidavit under penalty of perjury that they were not responsible and that cost recovery may be pursued. 2 Applicants are proposing to cleanup private properties with more than 500 tires: Plumas County has submitted affidavits from 2 property owners stating tires were a pre-existing condition.
