2. Main problems  decision makers do not realize benefits and advantages of the Convention's experience;  differences in national inventory systems;  lack of translated documents;  lack of trained experts;  lack of financial resources.

3. Main objectives of the system would be:  to inform decision makers about the benefits and advantages related to the use of the Convention's experience in the field of emission inventories;  to study the differences of the national and EU inventory systems' operation principles and harmonize them;  to translate into Russian and publish the emission inventory guidance documents (in the first place, the EMEP/EEA air pollutant emission inventory guidebook);  to establish expert networks in these countries and to arrange special training seminars;  fundraising for projects, cost sharing among these countries and switch to solely national funding of the inventory compilation and emissions report development process in three years.

4. Coordination Group for the Eastern Dimension Was proposed by the Russian Federation and the Republic of Belarus at the.46th Session of the WGSR to be adopted at EB in December 2010. The basic goals of the Coordination Group are the following:  to assist in the coordination of accession of the EECCA countries to the most recent LRTAP Convention Protocols;  to promote benefits related to accession to the CLRTAP Protocols;  to establish an open data bank with the Convention's documents and reports translated into Russian;  to support wide implementation of the bi- multilateral project results within the region;  to support the arrangement of training, retraining and internships for experts from EECCA;  to arrange and carry out various international conferences and seminars, using Russian and English as working languages.
