2 Russian compliance with KP provisions 20082012 Policy and measures 1. National System for estimation of GHG emissions and sinks is established (Decree # 278-p, responsible – Roshydromet) GHG inventories have been submitted to the KP Secretariat 2. National Registry is established (Decree # 215-р, 20.02.2006, Responsible – MNR of Russia). The Program of Social-economic development on medium-term Perspective meets the requirements of KP. Approved by the Decree of the Government # 38-p of 19.01.2006. Concept of long-term development of Russian Economy is at the final stage of elaboration Conclusion: Russia is on the track of meeting eligibility requirements to realize Kyoto mechanisms Quantitative GHG emissions in the period 2008-2012 should not exceed the level of 1990 Institutional Planned reserve – 3 billion tons of CO2-eq.

3 ERU registration process: parties involved, regulations adopted Government Decree № 215-р (February, 2006) – National Registry. Government Decree № 278-р (March, 2006) – National System for the estimation of GHG emissions by source Governmental Decree № 332 (June, 2007) - Approval and checking of the progress of projects implemented in accordance with Article 6 of the Kyoto Protocol to the United Nations Framework Convention on Climate Change. Responsible Ministry of Economic Development and Trade. Secondary legislation already approved by MEDT and agreed by the Ministry of Justice (# 21, 52, 422, 424, 444): - Order, approves the Status and the names of commission that will review projects under KP. The commission comprises of nine high rank officials, representing involved ministries to be headed by Kirill Androssov (Deputy Minister, MEDT) - Order, prescribes the procedures for development and implementation of JI projects - Order, distributes the emission quotas by sector for Russian industries “Window” for submission of JI applications is open by the Commission starting from March 10, 2008. First projects by today are submitted to MEDT

4 Governmental Decree № 332. Focal point - MEDT JI Regulations № 332 authorizes MEDT to: Accept applications for the project approval; Approve project documentation guidelines; Approve list of expert organizations; Adopt standard form of the project passport Approve target indicators of project performance and their value; Establish caps for GHG emission reductions for different sectors; Re-assign caps for GHG emission reductions allowed from one sector to another ; Approve guidelines for the monitoring of project implementation including requirements for the reporting of such implementation by the sector; Put information on the official website of MEDT including guidelines; information about applicant and standard forms of required documentation; Register applications and within 10 working days forward it to the involved federal agencies; Suggest when applicable to the Russian Government to eliminate project from the project list.

5 JI projects in Russia: ERU registration process Coordination Center (MEDT ) Russian Government Applicant (Investor) Commission MEDT sends project documents to the Commission for pre-approval Step 4 Step 5 Commission issues its recommendations to grant national approval to the selected projects Step 6 MEDT sends final list of suggested JI projects for the final approval within 10 working days but not often than once a quarter Step 1 Applicant submits required set of document to MEDT with already issued expert opinion Step 3 Agencies review project documents and issue their motivated negative/positive position within 30 working days Step 2 MEDT registers application and within 10 working days sends project documents for the review Expert Organization Authorized Agency Provides opinion on PDD and monitoring plans Overviews JI project implementation, receives reports from the Investor Involved federal agencies
