1 U.S. Coast Guard Servicing Personnel Office (SPO) Alignment Group Charter – Phase I Update & Phase II Status

2 U.S. Coast Guard Phase I SPO Alignment DCMS chartered a workgroup in September 2012 to include members from DCMS, DCO, DOL and the field to conduct a comprehensive review of existing SPO operations. Phase I – A review of SPOs geographically located within 50 miles of a Base/Base Det. Phase II – To be determined; target date is late summer 2015 SPO Alignment Phase I OMR package was approved by CG-8 in November 2013 2

3 U.S. Coast Guard Phase I Next Steps Develop a change management plan working with DOL and local units to implement by late summer 2014 –PSC/DOL Prioritize and address fund facility needs at Aligned SPOs –Base SPOs were surveyed for FOC & IOC solutions –Coordinate with PPC to establish new SPO relationships with impacted units Make PAL changes and inform transferring personnel. Communicate changes to Field –Flag Voice- Area and District Briefs –YN Force Notes - Base PSD briefs –Sector CO & Logo Conf.-Unit briefs upon request 3

4 U.S. Coast Guard SPO Alignment- Phase II Consider the option which will result in the most effective and efficient SPO structure executable in our budget environment and facility footprint. Develop a staffing logic for Training Center and accession points unique tasking. Review GS positions located in SPO/Admin and their impact on workload. Consider options to align Reserve SPO functions 4
